Overview
The OSCE is seeking a specialized ArcGIS Online application development developer to design, configure, develop, and deploy tailored GIS applications, reports, and tools for the OSCE Geographic Information System Pilot Project.
Key Responsibilities
- Designing, configuring, developing and deploying tailored GIS applications, reports, interactive content and tools.
- Developing custom ArcGIS Experience Builder applications using Experience Builder Developer Edition.
- Using relevant web development technologies to customize and extend ArcGIS Online applications.
- Engaging with OGIS pilot users and project stakeholders to gather and analyse requirements.
- Analysing users' needs and processes, and designing practical technical solutions.
- Configuring and managing ArcGIS Online content.
- Creating visually effective, intuitive and user-friendly GIS applications.
- Supporting the integration of data into ArcGIS Online applications.
- Troubleshooting, debugging and resolving technical issues related to GIS applications.
- Carrying out quality assurance and quality control activities.
- Contributing to the definition and documentation of GIS development lifecycle standards.
- Contributing to knowledge transfer, user guidance and development of training materials.
- Contributing to identifying lessons learned, best practices and areas for improvement.
Required Experience
- A minimum of six years of progressively responsible professional-level experience in implementing GIS solutions and using GIS technologies to solve complex geospatial problems.
- Experience in designing, developing, testing, and supporting enterprise GIS products based on Esri software including ArcGIS and ArcGIS Online.
- Experience in ArcGIS Online administration and customisation.
- Experience of business analysis, gathering and analysing user's GIS functional requirements and translating them into technical specifications.
- Experience of working in a project-based environment.
- Experience of using GIS to collect, integrate, and analyse multiple data types.
Qualifications
- A first-level university degree in Computer Science, Cartography, Geography, Geographic Information Systems (GIS), or related fields;
- Recognized GIS certifications such as GIS Professional (GISP) and/or Esri Technical Certifications are desirable;
- Certification in project management (PRINCE2 Foundation or equivalent) is desirable;
- Certification in ITIL (Foundation level or higher) is desirable;
