National Consultant on the Development and Implementation of Software for Processing Data from the State Statistical Survey "Earnings of Employees by Sex, Age, Educational Attainment and Occupation", Kyiv, Ukraine, SSA

Overview

Provide technical support for the update and modernization of data processing for a statistical survey, focusing on software development and implementation to align with Eurostat requirements.

Key Responsibilities

• Conduct an assessment of current data processing workflows and review data transmission requirements.
• Develop Python software modules for data validation, processing, aggregation, and preparation for Eurostat transmission.
• Prepare technical documentation, user manuals, and system administrator manuals.
• Conduct consultations and provide technical support to staff on software use and implementation.
• Support testing and pilot validation of generated datasets.

Required Experience

At least 2 years of relevant work experience (after Master’s degree) in the maintenance of Python-based software for statistical data processing; Proficiency in Power BI, Power BI Service, Jira, and Confluence, as well as advanced proficiency in Microsoft Excel, including formulas and PivotTables. Strong data/analysis skills. Knowledge of EU statistical standards and international statistical databases. Understanding of the principles of official statistics and statistical production processes. Experience in supporting national statistical offices and government institutions in the EU accession process will be considered as an asset; Experience with coordination and technical support of meetings and consultations with government authorities. Understanding of data ethics and safeguarding.

Qualifications

Advanced (Masters) degree in in Information Technology, Economic Cybernetics, Computer Engineering, Computer Science, Statistics, Applied Mathematics, Economics, or a related field.
