Overview

The Security Officer (Admin Officer) position is responsible for contributing to office management procedures, serving as a member of the Security Cell, and analyzing security risks to preserve the safety and security of UN personnel, assets, and operations.


Key Responsibilities
  • Contributes to office management procedures and/or supervises a Security Unit.
  • Serves as a member of the Security Cell, implements and evaluates the security plan.
  • Analyzes security risk levels and monitors, conducts, or coordinates security operations.
  • Maintains communication with security focal points and stakeholders.
  • Briefs on unit status, activity, and requirements.
  • Provides advice and training on security matters and identifies training needs.
  • Identifies capability gaps and recommends amendments.
  • Drafts Statements of Requirement and provides technical specifications for security equipment procurement.
  • Inspects security equipment and ensures minimum requirements are met.
  • Supervises issuance of identity cards, background checks, and entry controls.
  • Acts as Duty Officer within the Security Section.
  • Coordinates human resource activities related to recruitment, placement, promotion, and performance appraisal.
  • Leads preparation and implementation of work programmes within budgetary resources and provides guidance on financial administration.
  • Oversees procurement, billing, income receipt, operational travel, and vendor contract evaluation.
  • Performs other duties as required.
Required Experience

A minimum of ten (10) years of progressively responsible security management experience, either within an international security system, or a nationally recognized civilian or military entity is required. The minimum year of relevant experience is reduced to 5 years for candidate who possesses a first level university degree. 2 years or more of experience in UMOJA BPC - Budget formulation and Supply Chain Planning Tool or related area is required. At least three years at the international level in security section’s budget and human resources management, including 2 years in conflict or post conflict environment is required.

Qualifications

High school diploma or equivalent is required. Security Certification Program (SCP) is required. Trainer Development and Certification Course (TDC) or Safe and Secure Approaches in Field Environments Training of Trainers (SSAFE ToT) certificate is required. Formal training in procurement is required.
