Overview

The Administrative Officer will support the Executive Secretary of the IAAC and IAAC Members by managing human resources, budget, and finance activities, and providing general administrative support.


Key Responsibilities
  • Initiates and coordinates human resource activities including recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, and separation of staff members.
  • Provides expert advice on conditions of service, duties, responsibilities, privileges, and entitlements.
  • Leads, oversees, and coordinates the preparation and implementation of the work program and budget.
  • Initiates and conducts studies to improve budget reporting systems and cost-effective utilization of program resources.
  • Monitors and controls budgetary allocations, drafts routine and ad hoc outputs, and provides monitoring reports.
  • Establishes and maintains policies, procedures, standards, and tools for proper accounting, financial management, and control.
  • Supervises a staff team and/or provides advice on human resource administration, financial administration, and management information issues.
  • Produces major/complex reports for management.
  • Conducts research and in-depth analysis of key issues relevant to the Committee's work.
  • Provides expert guidance and leadership to more junior staff.
  • Collects and analyses data to identify trends or patterns and provide insights using data visualization methods, including artificial intelligence.
Required Experience

A minimum of seven years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required. Two years or more of experience in data analytics, artificial intelligence or related area is required. Experience working with intergovernmental bodies is required. Experience in monitoring and reviewing budgetary allocations is desirable.

Qualifications

An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
