Overview

UNFPA seeks a national consultant to guide the development of a comprehensive CSE overview document for policy makers in Rwanda. The role involves mapping CSE content, developing an M&E framework, and establishing accountability mechanisms.


Key Responsibilities
  • Map and structure CSE curricular content, outlining topics, learning objectives, and expected learner outcomes.
  • Develop a detailed curriculum matrix mapping CSE topics across education levels, carrier subjects, grade levels, and unit numbers.
  • Formulate an M&E framework with key performance indicators for CSE implementation.
  • Establish accountability mechanisms for program rollout and quality assurance.
  • Produce a policy-maker overview document synthesizing technical components for advocacy.
Required Experience

At least 5 years of professional experience in education programming, curriculum development, textbook creation, or education systems strengthening. Proven experience and demonstrated track record in Comprehensive Sexuality Education (CSE) programming. Previous experience working with the Rwanda Basic Education Board (REB) is considered a strong asset.

Qualifications

Advanced (Masters) degree in public health, education, curriculum development, educational planning, social sciences, gender studies, or a related field.
