Overview
The World Bank Group is seeking a Senior Health Specialist/Senior Economist to provide technical and analytical leadership on health value chains, coordinating the development of diagnostics, tools, and evidence bases for regional health teams.
Key Responsibilities
- Serve as the Directorate's principal technical reference and coordinator on health value chains.
- Develop and propose the technical strategy, operational priorities, and annual delivery plan for the health value chains work area.
- Integrate specialist inputs into coherent, clearance-ready products.
- Provide technical quality assurance on value-chain content.
- Coordinate the day-to-day work of a multidisciplinary task team.
- Coordinate the delivery of the work area's operational toolkit.
- Ensure each tool is piloted with country teams and revised on the basis of use.
- Establish and maintain the Repository of Knowledge.
- Lead the technical content of the TTL Refresher Module on Health Value Chains and the World Bank’s Health System Flagship program and the Managing Markets for Health Bootcamp.
- Anchor the technical content of the internal community of practice on health value chains.
- Provide upstream, hands-on support to regional operations teams.
- Respond to regional demand for technical assistance.
- Lead technical policy dialogue with government counterparts on value-chain reform.
- Build value-chain capability across regional health teams.
- Supply the Program Manager and the Methods, Impact Measurement and Innovation team with data on toolkit uptake, reuse, and usefulness ratings.
- Contribute to broker and sustain the working-level joint arrangements.
- Work with the S&I IFC Private Sector Investments Center of Excellence on private capital mobilization for health value chains.
- Convene joint IBRD/IDA, IFC, and MIGA technical teams around specific country and regional opportunities.
- Produce and curate operational toolkits, primers, case studies, and guidance on health value chains, access to medicines, and local production.
- Maintain working-level technical relationships with external and internal partners and represent the WBG in technical fora.
- Supply the Program Manager with technical evidence, briefing material, and options analysis.
- Contribute value-chain evidence into the program's other work areas.
- Deputize for the Program Manager in technical fora on value chain matters when requested.
- Mentor junior staff and consultants in the team.
Required Experience
- Minimum eight years of relevant experience in health value chains, pharmaceutical policy and markets, in the health sector.
- Demonstrated experience leading or coordinating multidisciplinary technical teams.
- Demonstrated depth in at least two, and working familiarity across most, of the following: pharmaceutical, vaccine, and medical-product markets and value chains; local and regional manufacturing of health products, industrial policy; market shaping and access-to-medicines approaches; health supply chains and logistics; private capital mobilization for health; trade policy and facilitation as it affects health products; skills and workforce development for health manufacturing.
- Track record of producing analytical and operational products that operational teams have gone on to use.
- Demonstrated ability to build and sustain trust-based technical partnerships.
- Demonstrated ability to adapt technical guidance to different income levels, institutional contexts, and stages of manufacturing maturity.
- Experience engaging with the private sector and with development finance institutions on health investments; direct IFC/MIGA experience an advantage.
Qualifications
Master's degree (PhD an advantage) in economics, supply chain management, public health, public policy, or a related field, combining health-sector domain knowledge with economic, market, or financing expertise.
