Overview

The Chief of Section, Human Resources Management, P5 role is responsible for strategic coordination, managerial, and supervisory control over all Human Resources responsibilities required by the mission.


Key Responsibilities
  • Actively participates in mission planning and determines staffing requirements and structures.
  • Advises Mission Leadership on workforce planning, succession planning, and forecasting.
  • Develops coherent staffing strategies, recruitment, and deployment plans.
  • Conducts systematic assessment of the workforce to identify gaps and recommend actions.
  • Advises and guides Mission Leadership on the implementation of organization-wide change initiatives.
  • Participates in budget development and advises on human resources requirements.
  • Coordinates with DOS and DMSPC on budget review and post classification.
  • Ensures integrity of the staffing table.
  • Advises hiring managers on post management.
  • Manages the selection and appointment process of candidates.
  • Manages recruitment and selection processes transparently and fairly.
  • Acts as functional advisor on Human Resources policies and practices.
  • Acts as primary conduit between Senior Mission Management and staff on HR issues.
  • Supervises knowledge building on staff rules and regulations.
  • Provides direction and advice on interpretation and application of policies.
  • Monitors and evaluates effectiveness of guidelines and recommends revisions.
  • Monitors and evaluates implementation of delegated authorities.
  • Represents Senior Mission Management on joint staff-management advisory bodies.
  • Serves as primary interface for cross-cutting HR issues between the mission and DMSPC/DOS.
  • Ensures compliance with the UN staff performance management system.
  • Coordinates with the Integrated Mission Training Center for learning programmes.
  • Ensures full compliance of e-Performance and facilitates Performance Improvement Plans.
  • Coordinates with DMSPC/DOS for headquarters initiatives and career advice.
  • Assesses skill and expertise of HR staff and designs training programmes.
  • Addresses and mitigates staff grievances informally.
  • Coordinates mission responses to Administration of Justice system requests.
  • Develops and implements change management plans.
  • Implements dialogue between management and staff unions.
  • Meets frequently with staff representatives.
  • Organizes meetings for staff on HR issues.
  • Maintains open communication with UN Country Team.
  • Develops and implements a communication strategy.
  • Performs other duties as required.
Required Experience

A minimum of ten (10) years of progressively responsible experience in human resources management, administrative services, management and analysis or related area is required. Practical experience in planning and delivery of human resources services in complex, volatile and conflict and post-conflict environments is required. Experience in managing staffing, administration, and talent acquisition using enterprise resource platforms is required. Experience working with United Nations common systems human resources and administrative procedures is desirable. Experience in implementing change management initiatives is desirable.

Qualifications

Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field is required. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
