Overview
Manage and oversee infrastructure activities related to design, supervision, and quality assurance for wastewater treatment projects. Provide technical expertise to ensure projects meet required standards within specified constraints.
Key Responsibilities
- Ensure effective project management of large infrastructure projects by tracking progress, monitoring, evaluation, and reporting.
- Provide expert support and quality assurance for infrastructure projects.
- Monitor progress and risks in infrastructure projects, ensuring changes are controlled and problems addressed.
- Ensure quality assurance of all Terms of Reference (ToRs) and Scope of Works for technical documentation and construction works.
- Manage and coordinate the implementation of activities based on project documents, including supervision of staff, consultants, and experts.
- Develop comprehensive project work-plans and monitor progress against approved plans.
- Manage the transfer of project deliverables to stakeholders.
- Monitor expenditures to ensure accuracy and reliability of financial reports.
- Present periodic updates/reports on project progress.
- Establish and maintain working relations with national partners and local institutions.
- Oversee contract management, including implementation of contractual obligations and monitoring contract execution.
- Supervise consultants, review and approve technical designs and Bills of Quantities (BoQs).
- Ensure detailed monitoring and supervision of construction works and provide final engineering clearance for payment.
- Coordinate the preparation of ToRs for complex infrastructure initiatives.
- Conduct field visits as necessary.
- Obtain partner and beneficiary approval for all stages of technical documentation development.
- Support preparation of tender documentation and execution of tender processes.
- Manage project activities requiring engineering interventions.
- Resolve problems and/or conflicts and recommend corrections.
- Provide early warning of potential problems or critical issues.
- Liaise with contractors, municipalities, and other partners.
- Collect, analyze, and present background information for workplans and progress reports.
- Provide inputs for the project monitoring and evaluation framework.
- Ensure compliance of activities with project management rules, regulations, and policies.
- Draft correspondence on project engineering issues.
- Analyze new potential risks and define mitigation measures.
- Prepare and implement a monitoring plan.
Required Experience
Minimum 5 years (with Master’s degree) or minimum 7 years (with Bachelor’s degree) of relevant work experience in infrastructure project management, in development of technical designs and in the fields of Civil Engineering (including water supply and sewerage engineering) or Mechanical Engineering.
Qualifications
Advanced university degree (master’s degree or equivalent) in Civil engineering (including water supply and sewerage engineering) or Mechanical engineering. A first-level university degree (Bachelor´s degree) in civil engineering (including water supply and sewerage engineering) or mechanical engineering in combination with additional 5 years of qualifying experience will be given due consideration in lieu of master’s degree.
