Overview
The Project Analyst, Civil Society will manage, implement, and deliver key components under UNDP civil society, supporting the implementation of the UNDP/UN Women Joint Programme Strengthening the Rule of Law in the oPt: Justice and Security for the Palestinian People (Sawasya Phase III).
Key Responsibilities
- Support the Governance Team Leader on oversight of the broader UNDP CSOs governance portfolio.
- Advise the Joint Programme and oversee implementation of the UNDP CSOs components of Sawasya across Palestine.
- Assure efficient and effective implementation of the CSOs components of Sawasya including budgetary and financial management, work planning, procurement, recruitment, monitoring and evaluation and reporting functions.
- Supervise and support the UNDP CSOs Sawasya team.
- Closely monitor the delivery status and prepare written monthly progress updates.
- Prepare annual work plans, a human resource plan and procurement plans.
- Contribute to the development of project documents and work plans of the Governance unit.
- Contribute to the reviews of the rule of law and Governance interventions.
- Manage human resources issues related to the CSOs team.
- Assess the impact and effectiveness of the programme through regular field visits.
- Suggest and structure itineraries for visiting colleagues, donor stakeholders and evaluation teams.
- Provide support in advancing thematic coordination on rule of law and access to justice.
- Represent UNDP in inter-agency fora related to CSO’s rule of law and governance portfolio, where required.
- Assist the Joint Programme in monitoring the Programme Risk Assessment.
- Keep the Programme Management abreast of programme planning, development and/or obstacles related to the CSOs portfolio.
- Regularly brief the Sawasya and the Governance Team Leaders.
- Carry out any other relevant duties as requested by the Joint Programme Manager.
- Substantively contribute to technical advice on Access to Justice.
- Maintain an up-to-date mapping on the activities of CSOs in the field of rule of law and access to justice.
- Create strategic partnerships with specialized civil society organizations and supervise the provision of support to enhance access to justice.
- Supervise the provision of technical and financial support to local CSOs in the field of legal assistance.
- Maintain and support the further development of a coordination mechanism among all stakeholders.
- Supervise the conduct of regular public outreach and civic education sessions.
- Engage in capacity and confidence-building with the justice and security sectors.
- Organize baseline information gathering on access to justice and judicial performance.
- Extend partnership with Palestinian lawyers to improve and increase provision of legal aid services.
- Ensure the maintenance and development of legal incubators and legal/social clinics.
- Liaise with national counterparts, UN agencies, national and international NGOs and targeted populations in relation to access to justice issues.
- Conduct thematic analyses and programme review.
- Ensure integrity of financial and administrative procedures.
- Supervise requisitions, purchase orders and payment requests in Quantum.
- Provide leadership and oversight to ensure that qualitative services are provided to national counterparts and beneficiaries.
- Support and assist the Joint Programme in resource mobilisation efforts.
- Ensure coherence, complementarities and coordination with other development actors.
- Advocate for and substantially contribute to UN and multi-partner joint planning and/or programming initiatives.
- Build partnerships with local and international civil society organizations.
- Identify funding opportunities and support the Programme with programme resource mobilization efforts.
- Identify sources of information related to policy-driven issues, identification and synthesize best practices and lessons learnt.
- Contribute to UNDP global knowledge networks and communities of practice.
Required Experience
- Master's Degree with 0 years of experience or a Bachelor's degree with 2 years of experience.
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in managing development projects CSOs portfolio in Palestine.
- Formal qualifications and/or operational exposure/experience in justice sector reform, access to justice, legal reform or related issues is required.
- Experience in programme/project planning and execution as well as monitoring and evaluation of projects is required.
- Experience working with public institutions as well as with grassroots organizations and civil society is required.
- Proven track record of grant management with CSOs is required.
- Proven track record of effective team building and staff supervision is required.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and in the usage of spreadsheet and database packages is required.
- Experience in handling web-based management systems is desired.
- Experience in overseeing and evaluating grants, calls for proposals, and projects is desired.
- Experience drafting, editing, and producing written and results focused reports is desired.
- Experience with UN and/or UNDP procedures is desired.
Qualifications
- Advanced university degree (Master’s Degree or equivalent) in Law, Public Administration, Legal Affairs, Political Science or directly related field is required, OR
- A first university degree (Bachelor´s degree) in combination with two additional years of qualifying experience will be given due consideration in lieu of advanced university degree.
