Overview
The Compliance Specialist will advise on strengthening controls and mitigating risks for compliance with FAO operational rules and policies, and support the establishment of a functional Call Center.
Key Responsibilities
- Coordinate the preparation and update of corporate internal tools such as the Risk Log, Internal Control Questionnaire, and Fraud Prevention Plan.
- Advise on strategies to strengthen controls and mitigate risks for compliance with FAO operational rules, regulations, codes, and internal policies.
- Support the establishment of processes for compliance with resources partner's agreed fiduciary requirements.
- Coordinate and oversee the Call Centre, ensuring personnel are trained and follow rules.
- Liaise with different workstreams to identify critical risks and develop control checklists and SOPs.
- Support reporting to the Office of Inspector General (OIG) and donors on compliance matters.
- Support the implementation and monitoring of audit-related Management Action Plans.
- Advise on measures to ensure compliance with FAO’s policy framework on PSEA and Accountability to Affected People.
- Lead due diligence reviews of Implementing Partners and build local capacity.
- Contribute to capacity building of the local office for risk mitigation and compliance.
- Participate in UN Country team compliance/risk management technical working groups.
- Participate in the OER compliance focal point network.
- Participate in selection processes and supervise teams as required.
- Perform other related duties as required.
Required Experience
Five years of relevant experience in public and/or private sectors related to programming, planning and technical cooperation, including evaluation, audit, compliance and control functions, especially in countries that are vulnerable to disaster or other emergency risks. Consultants with bachelor`s degree need two additional years of relevant professional experience.
Qualifications
Advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in business/public administration, economics or any other discipline relevant to the work of the Organization. Consultants with bachelor`s degree need two additional years of relevant professional experience.
