Overview

Conduct a sexual misconduct risk assessment of the WHO country office Myanmar to identify needs, gaps, and risks, and to develop a risk mitigation plan.


Key Responsibilities
  • Adapt the WHO sexual misconduct risk assessment tool and design the assessment methodology.
  • Develop and submit an inception activity plan tailored to WHO Myanmar’s operational context.
  • Conduct Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) with relevant stakeholders.
  • Present initial assessment findings and highlight operational gaps.
  • Facilitate a technical sharing session with WHO Myanmar staff on assessment results and proposed mitigation measures.
  • Produce and submit the final WHO Sexual Misconduct Risk Assessment Report for 2026.
  • Develop and submit the final Risk Mitigation Plan for 2026.
Required Experience

5 to 10 years of relevant experience in sexual exploitation and abuse prevention, sexual harassment, gender-based violence, staff misconduct, or humanitarian affairs. Practical experience working in safeguarding, child protection, gender-based violence (GBV), or PSEA within emergency response, or humanitarian contexts. Demonstrated experience conducting sexual misconduct risk assessments or PSEA/PRS assessments within UN agencies or international non-governmental organizations (INGOs).

Qualifications

Minimum first university degree in management, public health, public health administration, social sciences, gender, law, human rights, international development, international relations, or other development-related fields. Master or advanced degree in related fields. Specialized training in PSEA/PRS, gender mainstreaming, human rights, or gender-based violence (GBV).
