Overview
Oversee the strategic coordination and management of the COFA READY Component 2 (Disaster Readiness) across RMI, FSM, and ROP, including programme planning, implementation oversight, monitoring, reporting, resource management, and stakeholder liaison.
Key Responsibilities
- Provide strategic leadership and oversight for the COFA READY Component 2 (Disaster Readiness) across FSM, RMI, and ROP.
- Lead the refinement and oversee the implementation of RMI, ROP, and FSM yearly workplans.
- Lead engagement and representation with the donor (Department of State (DOS)), government counterparts, and key stakeholders.
- Serve as primary focal point with FSM’s government partner, DECEM.
- Ensure effective accountability and risk management.
- Oversee programme staffing and human resource management.
- Provide oversight of programme quality assurance and MEAL systems.
- Lead strategic communications and visibility efforts.
- Promote coordination across the programme target countries.
- Oversee donor reporting and external communications.
- Ensure effective programme resource management.
- Support resource mobilization and strategic partnerships.
- Perform such other duties as may be assigned.
Required Experience
- Seven years of relevant professional experience with a Master's degree, or nine years of relevant professional experience with a University degree.
- Extensive experience in leading programmes of disaster preparedness and response, community recovery and strengthening government and community capacity.
- Demonstrated managerial experience in staff supervision, performance management and staff development.
- Proven record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional and international institutions, international agencies (i.e., UN), and civil society organizations.
- Previous experience managing multi-year US-funded projects.
- Demonstrated experience managing programmes that effectively address solutions for disaster readiness and response.
- Experience working in the North Pacific is strongly preferred.
Qualifications
Master’s degree in International Relations, Political Science, Business or Public Administration, International Studies, or a related field from an accredited academic institution; or, University degree in the above fields.
