Overview
The consultancy will develop a strategic analysis and practical roadmap for the IRC to engage with the EU's Global Gateway strategy, ensuring benefits for populations in fragile contexts. The consultant will produce donor-ready concept notes and build internal capacity.
Key Responsibilities
- Review IRC's programmatic expertise against Global Gateway and EFSD+ priorities.
- Identify geographies with strong alignment between IRC presence, client need, and Global Gateway opportunities.
- Map the relevant institutional landscape within the EU and potential partners.
- Outline a prioritised action plan for IRC engagement and funding.
- Develop 3-5 donor-ready concept notes for specific, financeable interventions.
- Design and facilitate a hybrid capacity-building workshop for IRC staff on the Global Gateway architecture and engagement strategies.
- Prepare a concise reference guide for country-level engagement.
Required Experience
- Deep familiarity with the EU Global Gateway architecture, including EFSD+, Team Europe Initiatives, the Global Gateway Investment Hub, and the role of DFIs.
- Solid understanding of the humanitarian-development-peace nexus and challenges/opportunities in fragile and conflict-affected states (FCAS).
- Demonstrable experience working with or alongside INGOs or humanitarian agencies.
- Proven track record of developing successful funding proposals, concept notes or investment cases for EU instruments.
- Established relationships within the Brussels EU ecosystem (DG INTPA, EU Delegations, DFIs).
- Experience designing or evaluating blended finance structures, EFSD+ guarantees, or investment facilitation mechanisms in humanitarian or fragile contexts (Highly Desirable).
- Prior engagement with the Global Gateway Civil Society and Local Authorities Advisory Platform, CONCORD, or equivalent (Highly Desirable).
- Familiarity with IRC's programmatic model, IRC's Watchlist countries, or comparable experience with a leading humanitarian INGO (Highly Desirable).
- Experience facilitating multi-stakeholder workshops or capacity-building sessions on EU funding architecture (Highly Desirable).
