Overview
The Integrated Protection Manager (IPM) will establish, lead, and grow IRC Jordan's integrated protection portfolio, encompassing Women's Protection and Empowerment (WPE), Child Protection (CP), and Protection and Rule of Law (PRoL). This role involves strategic direction, business development, partnership management, and ensuring program quality.
Key Responsibilities
- Develop and lead IRC Jordan's integrated protection strategy.
- Lead IP theory of change development and program design.
- Serve as the primary technical lead for proposals to institutional and private donors.
- Build and sustain relationships with existing and prospective donors.
- Represent IRC Jordan in donor consultations and technical dialogues.
- Draft and refine donor communications and reporting narratives.
- Manage and grow strategic partnerships with local and national actors.
- Lead partner mapping, due diligence, and capacity assessments.
- Negotiate and manage sub-award and partnership agreements.
- Represent IRC in partnership and localization-focused forums.
- Conduct assessments on the protection service system in Jordan.
- Design and oversee implementation of WPE, Child Protection, and PRoL programming.
- Ensure meaningful integration between protection sub-sectors and with other programming.
- Liaise with IRC Technical Unit regional advisors.
- Manage the full grant cycle for the protection portfolio.
- Ensure donor compliance across institutional and private grants.
- Track and mitigate operational and programmatic risks.
- Maintain MEAL systems for the protection portfolio.
- Use protection data and client feedback to inform program adaptation.
- Represent IRC Jordan in coordination structures.
- Build and maintain strong working relationships with government counterparts, UN agencies, and other humanitarian actors.
- Lead recruitment, onboarding, and structuring of a protection team as funding allows.
- Provide direct supervision, coaching, and performance management to the protection team.
- Perform other relevant duties as assigned.
Required Experience
At least 7 years of progressive experience in protection programming in Jordan (GBV, Child Protection, and/or PRoL) in humanitarian or development settings, including program design and implementation. Demonstrated track record in business development and successful proposal writing with institutional donors (ECHO, FCDO, or similar) and private donors, including budgeting and cost applications. Experience managing partnerships with local and national NGOs, including capacity assessment and capacity-strengthening support. Demonstrated experience conducting stakeholder engagement with government actors, local CSOs, CBOs, WLOs, and other relevant humanitarian/development actors, to inform program design and strategic positioning. Strong grant, budget, and compliance management skills across multiple donors. Demonstrated ability to work independently and build systems and structure from the ground up, without a dedicated support team, in a fluid and evolving environment. Strong representation, negotiation, and relationship-building skills with donors, partners, and government counterparts.
Qualifications
Bachelor's degree in a relevant field (international development, social work, human rights, law, public health, social science, or related); an advanced degree is preferred.
