Overview
The Area Support Manager position is to provide sufficient support to relevant program in area level and sub-offices, leading and providing support to the Support units while ensuring staff comply with NRC and donor guidelines.
Key Responsibilities
- Line management responsibilities for directly reporting staff Finance, HR & Admin, Logistics and ICT.
- Facilitate the Area Office support functions’ strategic input to the development of the Country Strategy and Plan of Action.
- Responsible for ensuring quality support to project implementation.
- Facilitate the Master Budget, area level budgets and BPO development.
- Responsible for the strategic development of Area level structures, technical systems, human resource capacity and allocation.
- Responsible for development of new area specific technical SOPs, guidelines and tools.
- Responsible for organisational learning related to programme support.
- Responsible for technical capacity building of support staff.
- Provide strategic leadership and line management to the Finance, Human Resources & Administration, Logistics, ICT, and Support Services teams.
- Strengthen operational planning and coordination by aligning support functions with programme priorities.
- Oversee financial management and monitoring of the Area Office.
- Lead the development, monitoring, and review of the Area Office Master Budget.
- Champion staff care, wellbeing, and duty of care initiatives.
- Provide strategic oversight of fleet and transport management.
- Oversee office and facilities management.
- Ensure effective management and accountability of NRC assets.
- Provide strategic oversight of procurement, logistics, warehousing, and supply chain operations.
- Ensure ICT systems and infrastructure adequately support programme and operational needs.
- Lead operational risk management.
- Ensure full compliance with NRC policies, procedures, donor regulations, statutory requirements, audit recommendations, and internal control standards.
- Develop, review, and implement area-specific operational systems, Standard Operating Procedures (SOPs), guidelines, tools, and process improvements.
- Provide operational leadership and technical input into proposal development, project design, donor budgeting, operational feasibility assessments, and implementation planning.
- Responsible for corruption mapping and mitigation practices and procedures in the programme.
- Ensure adequate and fit-for-purpose support strategy rooted in staff capacity development.
- Ensure that all rules, regulations, routines, procedures, SOPs are accessible to and known by all staff.
- Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies.
- Provide an enabling environment for the implementation of cash-based interventions, including multipurpose cash assistance, emergency cash responses.
- Any other tasks as delegated by the line managers
Required Experience
- Minimum 4 years of experience in a senior management position in a humanitarian/ recovery context
- Experience working in complex and volatile contexts
Qualifications
University degree in Finance, Accounting, Business Administration, Management, or related field is required.
