Project Manager – Heat Stress Duty of Care (TIC Incubator Project) (18-month contract)

Overview

To coordinate and drive the day-to-day implementation of the TIC Heat Stress Duty of Care incubator project, ensuring delivery of all project outputs on time, within budget, and to the required quality.

Key Responsibilities

• Manage the day-to-day implementation of all three project phases, ensuring activities are delivered on schedule and within scope
• Develop and maintain the project workplan, monitoring milestones, risks, and dependencies
• Coordinate logistics for field data collection activities, focus group discussions, and tabletop exercises across pilot sites
• Support site selection processes
• Coordinate ethics and data governance approval processes
• Ensure integration and scale up of the project into existing ecosystems and structures
• Lead on the development of the SOPs and operational input for the tabletop exercises
• Lead the design and Implementation of evaluation framework
• Lead the planning and execution of pilot implementation and evaluation activities, including data collection, analysis, and reporting of findings.
• Facilitate communication and engagement with participating ODs and other interested entities
• Take over from the Co-Leads in stakeholder engagement with MSF HR, Duty of Care leadership, and movement-wide governance platforms
• Coordinate with GIS Unit, HACE and Staff Health Units, and relevant technical units for data access and process integration
• Serve as the primary day-to-day operational focal point for external technical partners
• Monitor and manage the project budget in line with TIC financial requirements and MSF financial procedures
• Track expenditure across all budget lines and flag variances to Co-Leads in a timely manner
• Support the preparation of financial reports
• Track project outputs and outcomes against the M&E framework
• Prepare regular progress reports
• Support the development, quality review, and dissemination of project deliverables
• Maintain organised project documentation, knowledge management systems, and project records
• Travel to 5 project sites (2 visits per site) for site setup, data collection support, SOP validation, and evaluation activities
• Ensure appropriate preparation, safety protocols, and debriefing for all field visits

Required Experience

Minimum 2 years of project management experience in an international humanitarian, public health, or research setting. Demonstrable experience in climate-related research, including data analysis, data visualization, communication and information synthesis. Proven ability to design and facilitate workshops, consultations, or co-design sessions with multidisciplinary teams. Demonstrable change management skills for project scale up and integration. Demonstrable ability to develop and apply evaluation frameworks to assess implementation, quality, effectiveness, and team adherence to SOPs. Demonstrated experience managing multi-stakeholder projects across organisational boundaries. Experience coordinating field-based data collection or research activities. Experience working within MSF. Experience delivering virtual and hybrid workshops and facilitating consensus-building processes. Budget management and financial tracking. Proficiency in standard project management tools and office software. Ability to work independently and proactively in a complex, multi-partner environment. Sensitivity to operational realities and cultural diversity across MSF contexts. Ability to coordinate and build effective working relationships with external partners across organizations. Desirable: Postgraduate qualification in project management, public health, or related discipline. Training or certification in quantitative and qualitative data collection and analysis, implementation science, change management, or continuous quality improvement methodologies. Experience developing, documenting, and implementing Standard Operating Procedures (SOPs), guidelines, or operational workflows. Field experience in MSF or comparable humanitarian operations, including in high-heat contexts. Experience in occupational health, climate and health, or environmental health programmes. Experience supporting the development of policies, guidelines, or SOPs. Familiarity with qualitative research methods (FGDs, interviews, tabletop exercises). Experience with qualitative data management tools (e.g. NVivo, KoBoToolbox). Understanding of MSF's internal governance, OD structure, and Duty of Care framework.

Qualifications

University degree in public health, global health, humanitarian affairs, international development, social sciences, or a related field.
