Overview
The Operations Associate provides support to office operations by performing a variety of standard administrative and financial processes, ensuring high quality and accuracy. The role promotes a client, quality, and results-oriented approach and works in collaboration with various staff to ensure consistent service delivery.
Tasks Summary
- Provide accounting and administrative support to the Country Office, including financial planning, budgeting, and payment oversight.
- Oversee all payments issued under management projects, ensuring compliance with policies and procedures.
- Record financial transactions and maintain accurate bookkeeping.
- Monitor and follow up on outstanding project advances.
- Manage project assets and maintain control over project property.
- Support the Operations department with preparation of reports for audit and reporting purposes.
- Support custodian with management of cash receipts and petty cash.
- Support with the local payment system and monitor the relevant financial dashboard.
- Ensure functioning of the cost-recovery system by providing inputs for cost-recovery invoices and ensuring timely reconciliation.
- Support procurement processes for CO, projects, and other UN Agencies, ensuring compliance with UNDP Procurement policies and procedures.
- Ensure compliance with UNDP Financial Policies and Procedures, including financial due diligence.
- Support Operations in drafting responses to auditors' findings and follow up on recommendations.
- Serve as the office focal point for the Harmonized Approach to Cash Transfers (HACT).
- Review and maintain the HACT risk compliance dashboard.
- Monitor the status of macro-, micro-assessments, spot checks, and audits.
- Identify and escalate potential risks or compliance gaps.
- Provide guidance and capacity-building support to staff on HACT processes.
- Provide finance and fraud awareness trainings to partners.
- Provide training to partners on financial administration.
- Contribute/provide inputs to the process of policy/guideline updates.
- Participate in and support training for operations and project staff on finance-related matters.
Experience Requirements
- 6 years (with high school diploma) or 3 years (with bachelor’s degree) of finance and accounting and/or general administration experience.
- Minimum of 7 years (with secondary education) or 4 years (with bachelor’s degree) of progressively responsible finance and accounting and/or general administration experience at the national or international level is required.
- Proven experience in collaborating with international and national experts and institutions.
- Proven knowledge of key software packages (MS Office).
- Proven previous experience in drafting reports on environment-related policies.
- Demonstrated ability to work with a multidisciplinary and multicultural team.
- Previous experience with expenditure reviews would be an asset.
- Familiarity with the government is strongly desired.
- Experience in supporting audit recommendation implementation is desired.
Qualification Requirements
- Bachelor's Degree - 4 year(s) experience OR High School certificate - 7 year(s) experience
- Secondary education with specialized certification in accounting and/or finance required.
- University degree in Finance or Accounting is desirable.
- Part-qualified accountants from an internationally accredited institute of accountancy will have a distinct advantage.
- Fully Qualified Accountant, from an internationally accredited institute of accountancy or Full Completion of the UNDP Finance Training and Certification Programme (FTCP).
