Overview

Individual consultant to conduct legal analysis for developing laws addressing unhealthy food environments in Lebanon.

Tasks Summary

• Conduct desk review for front-of-package nutrition labelling, marketing restrictions, and taxes
• Complete key informant interviews with relevant stakeholders
• Produce a comprehensive Legal Analysis Report with recommendations
• Produce a visibility output such as an advocacy paper or policy brief

Experience Requirements

• Minimum of 7 years of experience in legal analysis, legislative drafting, or regulatory system review
• Proven experience conducting legal or policy landscape analyses in the health, food, or consumer protection sectors
• Demonstrated understanding of government processes, regulatory drafting, and enforcement systems in Lebanon
• Experience working on FOPNL, marketing restrictions, or taxation of unhealthy commodities is highly desirable
• Previous work with UNICEF or other UN agencies, and ministries is an asset

Qualification Requirements

• Advanced university degree in Law
• Preferably with specialization in public health law, administrative law, regulatory law, or related fields
• A PhD in this same or related discipline is an asset

Other Details

Languages Required: Fluency in oral and written Arabic and English is required.

Contract Duration: 4.5 months
