Overview
The Senior Gender Specialist will support the integration of gender dimensions into AIIB's operational work and manage gender risks and impacts in investment strategies, policies, programs, and projects.
Tasks Summary
- Contribute to AIIB’s knowledge base on gender aspects.
- Participate in the identification, appraisal, design, and implementation of investment programs and projects to evaluate and manage gender and social risks and impacts.
- Appraise gender and other social risks and impacts associated with investment projects.
- Screen Projects for potential gender risks and impacts, including GBV, SEAH impacts and risks.
- Conduct AIIB’s due diligence assessment on the social aspects of the Project.
- Support clients in preparation and implementation of social impact assessments (SIA), gender action plan, resettlement planning frameworks (RPF), resettlement plans (RP), Indigenous Peoples Plan (IPP), Indigenous Peoples planning frameworks (IPPF), and other relevant instruments.
- Support the client to develop a plan of action that identifies opportunities and entry points for mainstreaming gender into the project.
- Conduct reviews of country’s relevant laws and regulations and corporate management systems and their institutional capacities.
- Monitor implementation of the relevant social risk management instruments of the Project.
- Conduct gender and social due diligent reviews, advisory work, and compliance studies.
- Assist the clients to address any non-compliance with its obligations.
- Support ES Head in leading SFD gender agenda and managing the ES Team.
- Coordinate intra and inter department interactions.
- Lead or contribute to SFD initiated tasks related to gender, ESF application, ESMS building operation, GRM, ES due diligence.
- Lead or contribute to AIIB gender agenda in line with its corporate commitment and requirements.
- Lead or contribute to overall AIIB portfolio ESF management, including on gender, GBV and SEAH.
- Lead or contribute to AIIB as well as client capacity building and knowledge generation related to gender, GBV and SEAH.
- Contribute to ES team internal and Bank-wide capacity building efforts on gender.
- Mentor and guide new and young staff on AIIB’s environmental social policies and practices.
- Represent E&S Team in corporate meetings, IDRs, various internal thematic working groups, and represent AIIB in various global working groups on gender, GBV and SEAH sub-working groups.
Experience Requirements
- Minimum 8 years of relevant experience in gender and social planning and management, either working for, or as a government counterpart or consultant to, a multilateral development bank (MDB), bilateral donor or a private sector organization. Candidates with 10+ years is preferred.
- Proven application of professional expertise in planning, management and monitoring of gender aspects, including risks and impacts of infrastructure projects in sectors such as energy, transport, water, social infrastructure, and urban development.
- Demonstrated working experiences in assessment of gender impacts and risks, including GBV and SEAH, action planning in addressing such impacts and risks, as well as designing and execution of required monitoring mechanisms.
- Demonstrated experience with the planning, preparation and implementation of project-level gender assessments and related types of studies, including relevant social risk management plans and frameworks.
- Effective ability to participate in project development and supervision, including project design, feasibility studies, consultations with key stakeholders and management of gender and ES risks.
- Demonstrated experience in monitoring social aspects for projects under implementation, particularly gender, GBV and SEAH.
- Ability to effectively work with public and private sector clients and financial intermediaries, and development partners (MDBs, bilateral development organizations and development finance institutions) of AIIB in an effective, timely and professional manner in both formal and informal settings.
- Experience with the development and implementation of gender and social development strategies, policies, and procedures, particularly gender strategies, policies and guidelines.
- Experience in working with civil society organizations, nongovernmental organizations and/or Indigenous Peoples.
- Demonstrated team leading experiences.
Qualification Requirements
Advanced degree (Masters or PhD) in gender studies, social science, planning, law, or related discipline.
