Overview

The expert will provide technical leadership for establishing digital cadastral Demonstration and Training Centres in Baghdad and Erbil. The role focuses on designing pilot workflows, introducing digital processes, and strengthening institutional capacities for land registration.


Tasks Summary
  • Lead technical design and operational set-up of pilot centres, including workflows, equipment, staffing, and data procedures.
  • Develop core SOPs for digitisation, archiving, spatial data capture, quality control, and customer services.
  • Deliver practical training on cadastral processes, digital workflows, and e-registration standards.
  • Support assessments of site readiness, IT infrastructure, staffing capacity, and data conditions.
  • Define business processes, data standards, and institutional workflows for STDM deployment.
  • Translate existing procedures into STDM-compliant models, metadata structures, and operational workflows.
  • Provide guidance on configuration, quality assurance, interoperability, and legal/administrative alignment.
  • Review and validate technical deliverables from the STDM developer.
  • Prepare modular training packages and provide technical content for e-learning products.

Experience Requirements

Experience in cadastral and land governance systems. Experience in digitisation standards, operational procedures, and quality-assurance systems. Experience in land registration. Experience in institutional capacities for secure, transparent, and modern land registration. Experience in mapping existing procedures. Experience in developing fit-for-purpose digital workflows based on STDM. Experience in establishing protocols, tools, and quality-assurance mechanisms for land records management. Experience in legal and procedural clarifications necessary for digitisation. Experience in building technical capacities of federal and regional actors.
