ILO Procurement Notice: Call for External Collaborator –Thematic expert – High-Level Evaluation on Skills and Lifelong Learning (2022 – 2026) (ILO, Evaluation Office)
The ILO Evaluation Office is conducting a high-level corporate evaluation on ILO strategy and actions on skills and lifelong learning (2022 – 26). As specified in Section 6.3 of the Terms of Reference, the Evaluation Office and the HLE lead and senior evaluator hold primary responsibility for the technical leadership of the evaluation, including its design and implementation, the conduct of consultations and missions, and the preparation of the main evaluation deliverables. Within this framework, the thematic expert provides targeted, non-operational support by contributing specialized thematic knowledge at key stages of the evaluation—particularly during inception, data analysis, and report preparation—to help ensure the technical accuracy, validity, and analytical rigor of the evaluation. The thematic expert will not conduct consultations or field missions, and will focus on reviewing selected inputs prepared by the Evaluation Office and the lead and senior evaluator within her/his area of expertise.
