Overview

Responsible for the implementation of the delegated ICLA project portfolio in Moldova, managing the ICLA team, and ensuring capacity building and quality delivery.

Tasks Summary

• Line management of ICLA project field staff
• Adherence to NRC policies, guidance and procedures
• Contributes to ICLA strategy development, project proposals drafting and provides inputs on needs and gaps
• Manages and implements delegated portfolio of ICLA projects
• Provides regular progress reports
• Ensures projects target individuals most in need of protection
• Promotes and shares ideas for improvement
• Ensures capacity building of project staff and transfer of key skills
• Contribute to specific protection risks and needs analyses
• Ensure proper filing of all project documents
• Liaise and collaborate with relevant local authorities and other key stakeholders
• Actively promote PSEA standards and principles
• Contributes to the implementation of Safe and Inclusive Programming (SIP) minimum standards
• Support the integration of SIP Elements into technical documents
• Support the monitoring of project activities
• Coordinates the implementation of ICLA field activities
• Engages I/NGOs, legal aid partners and other relevant stakeholders
• Ensures programmatic synergy of ICLA activities with other NRC core competencies
• Maintains a regular field activity monitoring system
• Ensures synergy and coordination with ICLA teams in Ukraine
• Identifies appropriate locations for ICLA outreach work
• Manages the overall project cycle management of ICLA implementing partners
• Oversees and ensures the effectiveness of ICLA data management systems
• Delivers timely and quality regular and ad hoc reporting
• Monitors, analyses and documents issues of concern arising during legal aid services
• Contributes to proposals, report writing and budgets drafting and monitoring
• Conducts ICLA specific technical assessment and present recommendations
• Contributes to evidence-based advocacy efforts
• Prepares, organises and facilitates trainings, workshops, webinars and other events
• Performs any other tasks as requested

Experience Requirements

• Minimum 3 years of experience in a mid-level project implementation position, preferably within the humanitarian or development sector
• Legal expertise
• Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Experience of working as a lawyer is an asset
• Understanding of international human rights and humanitarian laws and regulations is an asset
• Experience of working with vulnerable and marginalized groups is an asset
• In depth knowledge of the displacement context in Moldova

Qualification Requirements

• University degree in law or similar

Languages Required: • Fluency in English, both written and verbal

Languages Preferred: • Fluency in Romanian and Russian languages

Work Modality: • 5% of time allocated for travel inside Moldova
