Overview

Provide specialized technical, structural, and operational expertise to protect IOM’s long-term infrastructure investments in Migration Health Assessment Centers (MHACs). Responsible for finalizing the MHAC Fit-Out Guide, conducting multi-country facility assessments, and evaluating property related risks.


Tasks Summary
  • Conduct a full technical review of the draft MHAC Fit-Out Guide.
  • Refine and harmonize requirements across all sections.
  • Translate technical specifications and content into clear design criteria and compliance checklists.
  • Develop detailed annexes for structural, legal, safety, and lease due-diligence requirements.
  • Conduct remote reviews and field visits to selected MHACs facilities.
  • Assess each site’s structural integrity, safety conditions, compliance with local regulations, workflow efficiency, and alignment with IOM global standards.
  • Identify and prioritize risks affecting service continuity, safety, and capital protection.
  • Prepare and deliver comprehensive facility assessment reports.
  • Develop and implement a strategic framework to reduce exposure to structural and lease related risks.
  • Provide cost recommendations addressing property acquisition versus leasing, renovation versus relocation, lease clauses and legal protections, structural retrofits and engineering controls, and insurance and other risk-transfer options.
  • Develop a comprehensive 10-year infrastructure roadmap.
  • Design and develop practical guide or training module for County Offices on facility due diligence, structural risk identification, and fit-out compliance.
  • Conduct virtual training sessions for regional and country teams.
  • Submit a monthly progress update to MHD HQ.
  • Deliver all assessment reports and recommendations in standardized agreed formats.
  • Produce a comprehensive final consolidated report and executive presentation.
  • Undertake travel to 4–6 MHAC sites within Africa, Asia, and the Middle East.
  • Perform such other duties as may be assigned.

Experience Requirements
  • Seven years of relevant professional experience with a Master's degree in Structural/Civil Engineering, Architecture with specialization in health facilities, Biomedical engineering with facility design focus, public health engineering or a related field.
  • Nine years of relevant professional experience with a University degree in the above fields.
  • Proven experience in planning, designing, or assessing clinical or public health facilities for at least nine years.
  • Demonstrated expertise in at least four of the following technical domains: Hospital and clinic architecture, Structural safety assessments and evaluation, Electrical and mechanical systems (including HVAC, ventilation), Radiology shielding and compliance with regulatory standards, Laboratory biosafety practices and protocols, Infection Prevention and Control (IPC) and optimization of clinical workflow.
  • Proven experience in conducting infrastructure assessments in Low-Middle-Income Countries (LMICs), fragile settings, or complex regulatory environments.
  • Familiarity with lease risk, property due-diligence, and facility acquisition considerations.
  • Prior work with United Nation (UN), International Federation of Red Cross and Red Crescent Societies (IFRC), Médecins Sans Frontières (MSF), United Nations Office for Project Services (UNOPS), or similar organizations an advantage.

Qualification Requirements
  • Master’s degree in Structural/Civil Engineering, Architecture with specialization in health facilities, Biomedical engineering with facility design focus, public health engineering or a related field from an accredited academic institution.
  • University degree in the above fields.
Other Details

Languages Required: • Fluency in English is required (oral and written).

Languages Preferred: • Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Contract Duration: Up to 11 months
