Overview

The Shelter and Settlement Specialist is responsible for the technical development, strategic direction, and quality assurance of NRC Palestine’s Shelter and Settlement activities and programme, including staff mentoring and capacity development.

Tasks Summary
  • Develop the Shelter and Settlement Core Competency strategy, technical SoPs/ guidelines and Macro logframes.
  • Provide technical quality, direction, and project implementation support.
  • Contribute to identifying funding opportunities, including funding proposals, project budgets, and donor reports.
  • Support the consolidation and enhancement of cash and market-based approaches.
  • Coordinate with all CCs and cross-thematic areas for integrated programming.
  • Ensure safe programming principles are embedded in all activities.
  • Follow up on compliance with contractual commitments and adherence to NRC policies.
  • Develop a system and tools for continuous quality improvement and learning.
  • Represent NRC in relevant forums/clusters.
  • Provide recruitment support, systematic training, and build capacity of technical staff.
  • Promote the rights of IDPs/returnees.
Experience Requirements
  • At least five years in a development and/or humanitarian Shelter and Settlements programming environment.
  • Three years’ experience in a senior level project management position.
  • Knowledge in protection mainstreaming, community outreach/engagement, community capacity building, and/or community-development oriented programming, DRR approaches including environmental analysis.
  • Experience in needs assessment, project monitoring and evaluation, and technical programme supervision.
  • Experience from working in complex and volatile contexts.
  • Knowledgeable about the context in Palestine.
Qualification Requirements

• A bachelor’s degree from a relevant field of study.

Other Details

Languages Required: • Fluency in English, both written and verbal.

Languages Preferred: • Arabic language skills is an advantage.

Contract Duration: 12 months with possible extension.

Work Modality:

Remuneration: • Grade 9 on NRC's grading structure.
