Overview

This role supports the Economic Intelligence Unit (EIU) in identifying and developing reports on economic opportunities for implementing NDC targets and climate-related programs in Mexico. It focuses on driving climate-responsive fiscal analysis and supporting interministerial coordination for Mexico’s climate strategies.

Tasks Summary
  • Identify opportunities for climate policy to interact with fiscal policy to redirect subsidies, tax incentives, and public spending toward green and resilient economic activities.
  • Analyze how NDC targets can be implemented with the National Sustainable Taxonomy, Sustainable Finance Strategy, and other economic instruments.
  • Analyze supply-demand dynamics for priority climate projects.
  • Support interministerial coordination for the development of the PECC 2025–2030 mitigation component.
  • Assist in providing inputs to strengthen coordination mechanisms for NDC implementation.
  • Contribute to the development and strengthening of the MRV system.
  • Support the consultation process for climate policy instruments.
  • Prepare presentations, reports, and technical inputs.
  • Conduct background research, literature reviews, and data collection.
  • Assist in organizing workshops, consultations, and inter-agency meetings.
  • Maintain organized records of project activities, outputs, and stakeholder interactions.
  • Track relevant policy developments and provide timely updates.
  • Prepare summary reports of activities and deliverables.
Experience Requirements
  • Minimum 2 years of experience in policy analysis, project implementation, or fiscal reform.
  • Experience supporting inter-agency coordination or multi-stakeholder processes.
  • Desired: Experience in climate-related projects, green budgeting, or sustainable finance.
  • Desired: Familiarity with Mexico’s public finance and environmental policy landscape.
  • Desired: Experience contributing to the development or implementation of national climate strategies, such as NDCs or PECC.
  • Desired: Experience supporting MRV systems or climate-related data management and reporting processes.
Qualification Requirements
  • An advanced degree (Master's or higher), preferably in Economics, Public Policy, Environmental Engineering, Sustainable Development, Finance, Climate Change, Environmental Science, or a related field is required.
  • Bachelor’s degree preferably in a related discipline, in combination with an additional 2 years of relevant work experience (4 total), may be accepted in lieu of an advanced university degree.

Contract Duration: Twelve months with the possibility of an extension
