Overview

The Project Advisory Manager role focuses on advancing Mexico's carbon pricing strategy through rigorous analysis and policy integration, supporting the country's climate action efforts.

Tasks Summary
  • Support the development and refinement of decarbonization pathway models.
  • Develop technical proposals to integrate the social cost of carbon into public investment project evaluation frameworks.
  • Provide technical inputs to support the definition of emissions allowance allocations under the Emissions Trading System (ETS).
  • Build, update, and manage ETS-related databases.
  • Prepare technical reports, presentations, and policy briefs on carbon pricing instruments.
  • Contribute to the design of methodologies for evaluating the economic and distributional impacts of carbon pricing instruments.
  • Assist in the development of training materials and capacity-building sessions.
  • Collaborate with other units and agencies to ensure consistency in data, assumptions, and policy alignment.
  • Maintain detailed documentation of modeling assumptions, data sources, and analytical methodologies.
  • Provide technical support to the Project Advisory Director.
  • Prepare summary reports and technical notes on activities and deliverables.
Experience Requirements
  • Minimum 5 years of experience in climate economics, public finance, or policy analysis.
  • Demonstrated experience with carbon pricing instruments and economic modeling tools.
  • Familiarity with Mexico’s fiscal and environmental policy frameworks, including the ETS and PECC.
  • Experience in stakeholder engagement, policy communication, and inter-agency coordination.
  • Knowledge of international carbon markets and climate finance mechanisms.
  • Experience managing or contributing to the development of emissions allowance allocation methodologies.
  • Experience working with large datasets and developing or maintaining economic or environmental databases.
  • Experience preparing technical documentation and reports for government or multilateral institutions.
Qualification Requirements
  • An advanced degree (Master's or higher) preferably in Economics, Public Policy, Environmental Engineering, Sustainable Development, Finance, Climate Change, Environmental Science, or related field.
  • A Bachelor's degree preferably in a related discipline with an additional 2 years of relevant work experience (7 total) may be accepted instead of an advanced university degree.

Languages Preferred: • English Fluent Desirable

Contract Duration: Twelve months with the possibility of an extension
