Overview
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer will implement an effective M&E system at emergency program sites, develop tools and methodologies to ensure project quality, monitor progress, gather data, assess outcomes, and provide feedback for program improvement.
Tasks Summary
- Support DRC MEAL strategy and framework.
- Maintain DRC MEAL systems and tools.
- Develop and operationalize MEAL plans.
- Conduct regular monitoring visits.
- Ensure use of proper data collection tools.
- Engage in data collection for surveys/assessments.
- Engage in data analysis and drafting of survey reports.
- Update monitoring tools and indicator trackers.
- Implement data quality assessments and audits.
- Undertake validation analysis of programmatic reports.
- Compile monitoring related reports.
- Undertake data collection to generate lessons learned.
- Engage in assessment and establishment of complaint and feedback mechanisms.
- Support development of information sharing materials and events.
- Engage in establishment and implementation of Beneficiary Feedback and Response Mechanism.
- Ensure complaints are received, recorded, documented, and responded to appropriately.
- Analyze CFM data.
- Provide support in reviewing government and donor reports.
- Assume other MEAL responsibilities.
Experience Requirements
- A minimum of 2 years of MEAL experience within the humanitarian or NGO field.
- Demonstrated experience translating log frames and results frameworks into monitoring plans, developing data collection tools and protocols, leading data collection and management process, designing and managing databases, and analyzing data.
- Proven technical skills in monitoring and evaluation and experience with both qualitative and quantitative data collection and analysis.
- Experience using software applications such as Excel, or statistics software such as SPSS.
- Previous experience with electronic or mobile data collection such as Kobo toolbox.
- Technical skills in CHS, accountability, and establishing functional CFM systems.
Qualification Requirements
• University Degree in Statistics, economics, social sciences, development studies or related discipline
