Overview
The Officer, Data Analysis and Policy is responsible for the analysis, report generation, and quality assurance of defence-related data, as well as drafting policy-relevant documents. The role supports the Defence Policy and Planning Division in the provision of routine reports on Allies’ defence spending.
Tasks Summary
- Analysis, report generation, and quality assurance of defence-related data.
- Drafting of policy-relevant documents.
- Compilation and processing of data, assuring data quality.
- Assisting with periodical statistical surveys and analysis of supplied data.
- Management of defence, force, financial, economic, and demographic data.
- Development of automated data processing pipelines.
- Deputising for the Head, Data Analysis Section when required.
- Providing analytical advice in the context of defence planning.
- Presenting aggregated information in a user-friendly form.
- Identifying quantitative information requirements.
- Maintaining NATO and partner defence, force, financial, and economic databases.
- Monitoring and analysing Data Analysis Section products.
- Coordinating with DPD Rapporteurs and service analysts.
- Providing statistical, economic, financial, and force information.
- Ensuring accuracy and data integrity.
- Keeping abreast of information and developments in other International Organisations.
- Assisting with maintaining the Defence Planning Capability Survey.
- Organising the collection of defence, force, financial, and economic data.
- Validating replies to specific questionnaires.
- Following up with quality assurance questions.
- Assisting with managing database development and data processing projects.
- Deputising for the Head, Data Analysis Section in meetings and conferences.
- Ensuring effective stakeholder relationships.
- Providing training to national authorities and NATO staff.
- Providing analytical support for other NATO services, national delegations, and capitals.
- Working with users of defence planning data.
- Performing any other related duty as assigned.
Experience Requirements
- At least 3 years of relevant professional experience in the analysis of economic and financial data.
- Sound experience in using industry best-practice statistical software such as Python (with relevant packages such as pandas, numpy, matplotlib) or R (with relevant packages such as dplyr, tidyr, readr, ggplot2).
- Practical experience in the development of automated programmes/scripts/pipelines for data analysis, data visualisation and reporting.
- Sound experience in the development, management and maintenance of data repositories and databases, including data change management and data quality control.
- Experience using source code version control systems such as Git.
- Good understanding of key macroeconomic concepts and experience working with survey data and data from statistical databases such as OECD, IMF, ECB etc.
- Ability to produce analyses and reports against tight deadlines.
- Ability to present complex information and analyses to key internal and external stakeholders in oral and written form.
- Strong drafting skills.
- Proficient in the use of Microsoft Office, in particular Excel, Word and Power Point.
- Experience using and maintaining relational databases, e.g. MS SQL databases (desirable).
- Advanced knowledge and experience in dashboarding solutions such as PowerBI (desirable).
- Experience in the development of web applications using industry best-practice frameworks (e.g., .NET or Python web frameworks) (desirable).
- Familiarity with agile software development practices (desirable).
- Ability to provide expert advice on defence-related statistics (desirable).
- Knowledge of NATO or national defence planning processes and NATO or national defence expenditure reporting (desirable).
Qualification Requirements
• University degree (e.g., Bachelor degree) in economics, statistics, finance or data science, from an institute of recognised standing.
