Overview
Lead the development of WASH technical approaches and business plans, contributing to strategy formulation and fundraising efforts. Manage project implementation, provide technical guidance, and ensure quality reporting.
Tasks Summary
- Lead the development of WASH technical approaches and business plans.
- Contribute to the formulation and revision of the WASH Business Plan strategy.
- Support in designing WASH funding in alignment with WASH fundamentals.
- Support in providing analyzed data for informed decisions for fundraising.
- Support in providing a budgeting framework for Water, Sanitation, and Hygiene interventions.
- Act as the primary point of contact for clients and partners in developing WASH business.
- Lead the development of technical proposals.
- Identify new funding opportunities and connect with relevant departments for proposal development.
- Network with key client groups, including multilateral and bilateral organizations, philanthropic organizations, international NGOs.
- Attend networking events, meet new clients and sub-contractors.
- Conduct assessments and identify gaps for proposal development.
- Engage with inter-agency technical working groups.
- Identify and develop improvements to internal systems and processes for WASH programming.
- Coordinate with wider teams across zones and support offices.
- Support QA to develop assessment, monitoring & evaluation tools.
- Manage a team of national staff and consultants.
- Provide technical guidance on Water, Sanitation, and Hygiene.
- Ensure projects are delivered on time and on budget.
- Conduct field visits quarterly to ensure compliance with donor requirements and ministry standards.
- Coach, train, and technically supervise project managers and other health, nutrition, and WASH staff.
- Support integration with other sectors and mainstream DRR/FCPA.
- Conduct regular project reviews.
- Review TORs for baselines, evaluations, and other research.
- Support project leads to manage grant budget and ensure financial reports.
- Ensure supply and equipment procurement, acquisition, disposition, and management follow WV internal and donor requirements.
- Liaise with WVSS Grants unit in tracking project expenditure and reviewing financial reports.
- Produce timely and quality WASH activity reports.
- Lead the rollout and full functionality of mWater for WASH Business Plan monitoring and reporting.
- Facilitate in development of DIP, monitoring plans, and budgeting processes.
- Produce thought leadership outputs.
- Demonstrate work at conferences, workshops, and other public events.
- Coordinate with WHO, UNICEF, WFP, SSHF, HPF, Ministry of Health, Health and WASH clusters on emergencies interventions.
- Work to develop the national staff workforce.
- Lead development of research priorities and themes for Health, Nutrition, and WASH sectors.
- Ensure operations research components are included in new project designs.
- Support the reporting of all WASH assets using mWater OMS and Digital ITT.
- Compile updated fact sheets on WASH programming.
- Ensure supportive partnering for performance is in place.
- Champion partnering for performance mechanisms.
- Create performance agreements with each direct report.
- Lead, motivate, and manage a team of staff.
- Provide guidance and direction to the team.
- Ensure quality staff are attracted, retained, and developed.
- Ensure there are clear retention plans and succession plans in place.
- Effectively line manage and coach project/program managers.
Experience Requirements
- 6 – 7 years of experience in WASH-related programmes, including training, facilitation, and capacity-building for staff and communities.
- 5 years of experience in managing a team.
- Experience in leading, designing, planning, implementing, M&E, and reporting on integrated development, Water, Sanitation, and Hygiene project.
- Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization, under stressful situations.
- Understanding of humanitarian relief, recovery, and development work i.e. triple nexus in fragile contexts.
- Excellent networking, relationship-building, and people management skills.
- Ability to work in difficult, insecure, and stressful conditions.
- Demonstrated ability to think strategically, manage to plan, and meet deadlines.
- Seven years of professional experience in WASH project management.
- At least five years in a managerial/supervisory level.
- Solid background in WASH in emergencies, particularly in emergency curriculum packages and deliverables.
- Demonstrated knowledge in WASH programming.
- Excellent leadership, analytical, negotiating, communication, and advocacy skills.
- Strong networking, team spirit, partnership, coordination, and harmony skills.
- Willing to adapt to new working environments, new challenges, colleagues, and new cultures.
Qualification Requirements
- Master’s Degree in a relevant field such as Environmental Science, Public Health, Social Sciences, or Water Resources Management
