Overview
Implement plan of action for delegated portfolio of Shelter projects, including activities, budget, and project documentation. Conduct needs assessments and site surveys to determine shelter requirements.
Tasks Summary
- Implement plan of action for delegated portfolio of Shelter projects (activities, budget, and project documentation).
- Day-to-day follow-up of progress in project implementation.
- Ensure compliance with NRC policies, CC tools, handbooks, and guidelines.
- Ensure that projects target beneficiaries most in need and explore and assess new and better ways to assist.
- Promote and share ideas for technical improvement.
- Prepare periodic progress reports and other documents.
- Ensure capacity building of project staff and transfer key skills.
- Liaise and collaborate with relevant local authorities and stakeholders.
- Promote the rights of IDPs/returnees in line with the advocacy strategy.
- Conduct needs assessments and site surveys to determine shelter requirements.
- Develop technical drawings, bills of quantities (BoQs), and construction guidelines.
- Supervise construction, rehabilitation, and maintenance of shelters, community infrastructure, and settlement layouts.
- Ensure compliance with Sphere standards, national building codes, and organizational policies.
- Integrate disaster risk reduction (DRR), climate resilience, and environmental sustainability into shelter designs.
- Prepare technical reports, donor updates, and documentation of lessons learned.
- Assist the PM/PC in developing beneficiary selection criteria and Standard Operating Procedures.
- Development of construction management tools and documentation.
- Verification and authorization of completion-of-work certificates.
- Oversee the recruitment, training, organization, and management of community contracting cooperatives and incentive workers (community mobilizers, construction workers).
- In collaboration with PM/PC and with input from Shelter assistants, develop the technical aspects of Tender Documentation for the project.
- Participate in tender openings and review of supplier samples with Logistics.
- Prepare PRs/Pos and follow up on the timely procurement of materials, tools, and services.
- Liaise and collaborate with relevant local authorities, local and international NGOs/Agencies, and other key stakeholders at the community and area level.
- Plan and supervise the distribution activities of shelter materials and essential household items.
- Ensure NRC Standard Operating procedures are adhered to during distributions.
- Supports PM in development of contingency response plans for any unforeseen emergencies.
- Any other task relevant to the position as requested by the Project Manager (Area Manager/Shelter Specialist/Area Program Manager if no PM).
- Train and mentor shelter assistants, contractors, and community volunteers.
- Organize workshops on construction safety, site planning, and shelter maintenance.
- Strengthen local capacity for self-help and community-driven shelter initiatives.
Experience Requirements
- Experience from working as a Technical Officer or Coordinator in a project implementation position in a humanitarian/recovery context.
- Previous experience working in complex and volatile contexts.
- Documented results related to the position’s responsibilities.
- At least three years’ experience in a responsible position in an NGO (preferred), or in an international or national company.
- Proven experience in developing and following through on the technical implementation of construction projects.
- Experience in developing BoQs, BoQs Amendments, Scope of Work, Technical specifications of materials, and construction activities.
