Provide an independent assessment of the UNFPA Mongolia 7th Country Programme (2023-2027) regarding its relevance, coherence, effectiveness, efficiency, and sustainability, and to broaden the evidence base to inform the design of the next programme cycle. This expert will provide technical expertise on two key thematic areas: SRHR and Adolescents & Youth.
At least 5 years of experience in conducting evaluations, reviews, assessments, research studies or M&E in the field of international development. Substantive knowledge of SRHR including HIV and other sexually transmitted infections, maternal health and family planning and adolescent/youth issues (including youth-friendly SRHR services, CSE, youth participation). Ability to ensure ethics and integrity of the evaluation process, including confidentiality and the principle of do no harm. Ability to consistently integrate human rights and gender perspectives in all phases of the evaluation process. Solid knowledge of evaluation approaches and methodology and demonstrated ability to apply both qualitative and quantitative data collection methods. Excellent analytical and problem-solving skills. Experience working with a multidisciplinary team of experts. Excellent interpersonal and communication skills (written and spoken). Work experience in/good knowledge of the national development context of Mongolia.
Master’s degree in public health, medicine, health economics and financing, epidemiology, biostatics , social sciences or a related field.
Languages Required: Fluent in written and spoken English and Mongolian.
Languages Preferred:
Contract Duration: 45 non-consecutive working days distributed between March 2026 and September 2026.
Work Modality: Ulaanbaatar, Mongolia, with travel to sub-national project sites.
Remuneration: Daily Subsistence Allowance (DSA) and travel costs for the mission will be settled separately from the consultancy fees in accordance with UNFPA Duty Travel Policy.
