Overview
The Procurement Associate ensures effective delivery of procurement and related administrative and logistical services, analyzing and interpreting procurement rules and regulations to provide solutions to complex issues.
Tasks Summary
- Collate, analyze and monitor information for procurement plans and schedules.
- Ensure efficient preparation and approval of Purchase Orders and timely dispatch.
- Implement internal control systems for Purchase Orders.
- Monitor and control local procurement processes, including RFQ, ITB, or RFP organization, evaluation, and negotiation.
- Draft and analyze technical inputs for solicitation documents.
- Advise on appropriate procurement processes.
- Conduct preliminary review of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).
- Develop and manage supplier rosters.
- Prepare weekly procurement reports.
- Utilize corporate procurement tools and dashboards.
- Provide other procurement support as necessary.
- Elaborate internal procurement Standard Operating Procedures (SOPs).
- Coordinate and manage logistical support for procurement activities.
- Liaise with corporate procurement units for timely receipt of documentation.
- Engage local authorities for efficient goods clearance.
- Ensure timely approval and signature of documents for goods clearance.
- Build on workflow processes for goods clearance.
- Communicate with relevant entities for warehousing facilities.
- Ensure stakeholders are informed for timely receipt of goods.
- Assist in finalization of project documents focused on procurement.
- Prepare timely inputs for donor reports on procurement status.
- Advise on best procurement strategies.
Experience Requirements
- 6 years of practical work experience in at least 2 of the following areas: tender preparation and analysis, evaluation of bids, contracts management.
- OR 3 years of practical work experience in the above areas with a Bachelor’s degree.
Qualification Requirements
- Secondary Education with Chartered Institute of Purchasing and Supply (CIPS) certification at level 2 or higher.
- A Bachelor’s degree or its equivalent in Business, Economics, Procurement or Management would be an asset.
