Overview
Provide technical and coordination support to advance the implementation of the State Programme for the Protection of the Rights of the Child (2026–2030), focusing on strengthening social services, the social service workforce, justice-related social work, and the digitalization of child protection systems.
Tasks Summary
- Provide technical assistance for the implementation of the State Programme on Child Rights Protection.
- Liaise with national government and non-government partners to translate the UNICEF Regional Office White Paper into actionable interventions.
- Co-develop case management materials and tools for children affected by violence against children (VAC).
- Provide technical inputs to the development of a dedicated law on social work/social service workforce.
- Work collaboratively with UNICEF Health, Education, and Early Childhood Development (ECD) teams.
- Support the promotion and professionalization of social work.
- Work closely with the World Bank Project Implementation Unit (PIU) and the Ministry of Health and Social Protection of Population (MoHSPP).
- Support the development and operationalization of justice-related social work approaches.
- Support the strengthening of social work engagement within the justice system.
- Contribute to the development of Standard Operating Procedures (SOPs) for identification, prevention, response, and referral of violence against children (VAC) cases.
- Support capacity-building and sensitization activities.
- Promote coordinated and child-sensitive responses across social protection, child protection, and justice institutions.
- Support the digitalization of child protection services through the rollout and institutionalization of Primero CPIMS+.
- Facilitate introduction and scaling up digital case management systems (CPIMS+/Primero).
- Integrate Primero CPIMS+ into the existing IMS system of MoHSPP.
- Invest in digital platforms for training and capacity building of the Social Service Workforce.
- Support inter-agency coordination and technical dialogue.
- Contribute to donor engagement, exposure, and proposal development.
- Provide ad hoc technical, analytical, and programmatic support to UNICEF.
Experience Requirements
- A minimum of 5 years of professional experience in social service workforce development, social work/social welfare, child protection, juvenile justice and relevant policy reforms, mental health and psychosocial support (MHPSS), or closely related areas.
- Experience supporting national system strengthening initiatives, including policy development, institutional reform, or programme implementation in collaboration with government counterparts.
- Demonstrated experience in case management systems, including development of SOPs, tools, referral mechanisms, and inter-agency coordination frameworks.
- At least 7 years of experience working with international organizations, government institutions, and development partners, including coordination with large-scale reforms, is highly desirable.
Qualification Requirements
Advanced university degree (master's level or higher) in law, social work, social welfare, child development, child protection, public policy, or a related field relevant to child protection systems, justice for children, or social services reform
