Overview
Provide expert technical assistance for the design and implementation of Single Window systems for Free Economic Zones, focusing on streamlining processes and enhancing efficiency.
Tasks Summary
- Conduct comprehensive process audits to map and evaluate existing application-and-approval processes.
- Perform gap analysis to identify areas for digital solutions and alignment with international best practices.
- Develop process documentation for system/platform development.
- Assess infrastructure needs for the Single Window Platform.
- Complete any other ad hoc tasks related to the project work plan, reporting, and outreach.
- Prepare a final report on activities undertaken, including recommendations.
Experience Requirements
- At least 7 years of practical experience in the design, implementation, or assessment of Single Window systems, trade facilitation platforms, e-government systems, or digital public infrastructure.
- Demonstrated experience in business process re-engineering, interoperability frameworks, or digital transformation of public-sector procedures.
- Proven track record working with special economic/free economic zones, customs administrations, investment authorities, or regulatory agencies is desirable.
- Experience with cybersecurity standards, data-exchange protocols, and system architecture for government platforms is desirable.
Qualification Requirements
Advanced university degree (Master’s or above) in Information Systems, Digital Governance, Industrial Engineering, Public Administration Trade Facilitation, or related fields.
