Overview

The role involves leading the final evaluation of the HIV-Sexual Reproductive Health and Rights (SRHR) Knows No Borders Programme, assessing its performance, effectiveness, and sustainability to inform future programming.

Tasks Summary
  • Conduct a final evaluation of the HIV-SRHR Knows No Borders Programme from 2021-2026.
  • Assess programme outputs, outcomes, and contributions to intended objectives.
  • Integrate cross-cutting themes such as youth participation, economic empowerment, and mental health.
  • Apply OECD-DAC criteria and IOM evaluation principles (Relevance, Effectiveness, Efficiency, Impact, Sustainability, Cross-Cutting Themes).
  • Develop and propose a detailed mixed-methods evaluation methodology, including sampling strategy, data collection tools, and analysis framework.
  • Comply with IOM Data Protection Principles, UNEG Norms and Standards, and ethical guidelines.
  • Deliver an inception report with evaluation approach, tools, and matrix.
  • Collect data through surveys, key informant interviews, focus group discussions, and in-depth interviews.
  • Produce a draft evaluation report detailing findings, good practices, lessons learned, and recommendations.
  • Present evaluation findings.
  • Submit a final evaluation report and a two-page evaluation brief.
Experience Requirements
  • Minimum of 10 years of experience in managing and/or evaluating development projects/programmes/initiatives.
  • Proven experience evaluating projects addressing public health and/or SRHR-HIV issues.
  • Demonstrated experience and familiarity with migration dynamics in the Southern Africa region.
Qualification Requirements

• Minimum of master’s degree in social research and/or evaluation methods, social science, development studies, international relations, public health or epidemiology.

Other Details

Languages Required: • Fluency in English is required.

Languages Preferred: • Working knowledge of Portuguese is an advantage.

Contract Duration: Up to 11 months

Work Modality: Home-based, with availability to travel to/within the region for a short period (maximum 2 weeks) for data collection purposes.
