Overview
The Security Officer, FS-6, contributes to office management procedures, strategizes and develops security plans, and conducts assessments of local security conditions. The role involves advising UN personnel on security issues and serving as a member of the Security Cell.
Tasks Summary
- Contributes to office management procedures and/or supervises a Security Unit.
- Strategizes and develops effective security and contingency plans.
- Conducts assessment of prevailing local security conditions and advises UN personnel on security issues.
- Serves as a member of the Security Cell, implements and evaluates the security plan.
- Evaluates emergency evacuation capability and assists in the supervision of evacuation exercises.
- Determines accessible areas, maintains tracking systems and coordinates a 24-hour Emergency Response System.
- Analyzes the level of security risk for the area of operations.
- Monitors, conducts or coordinates security operations.
- Maintains continuing lines of communication with security focal points and other stakeholders.
- Briefs superiors on the status, activity and requirements of the unit.
- Ensures that fire prevention devices and fire-fighting equipment are available.
- Reviews fire evacuation plan and coordinates fire drills and training.
- Conducts physical security inspections of facilities.
- Assumes responsibility for guard force management.
- Monitors and evaluates office physical security measures and conducts security surveys.
- Assists in the investigation of security-related incidents.
- Identifies gaps in existing capability and recommends amendment.
- Participates in the planning process of protective services for Senior UN Officials.
- Drafts Statements of Requirement and provides technical specifications for security equipment procurement.
- Participates in the inspection of security equipment.
- Assists to supervise the issuance of identity cards, background checks and entry controls.
- Manages a warden system.
- Acts as Duty Officer within the Security Section.
- Provides advice and training to UN personnel on security matters.
- Manages a Security Training Unit, identifies training needs and ensures delivery of security training.
- Participates and assists as a facilitator to UN DSS standardized programmes of instructions.
- Participates and assists as a facilitator for security training conducted in other entities of the UNSMS.
- Performs other duties as required.
Experience Requirements
A minimum of ten years with high school diploma or equivalent technical or vocational certificate (five years with a first-level university degree) of progressively responsible experience in security operations or similar within a military, police or security management is required. At least two years’ experience and exposure at the international level and in a conflict or post conflict environment is required. Proven experience in adult learning, designing and delivering policy-based training programmes is desirable.
