Overview

The Skills Development Expert will lead the design and implementation of a rapid institutional capacity assessment for Vocational Training Centers in Zambia. The role aims to inform the selection of partner VTCs for a subsequent project phase and propose collaboration modalities.

Tasks Summary
  • Review background project and MSA design information, source and compile documentation on existing skills development programs, and provide recommendations for additional data collection.
  • Provide technical review and input on rapid skills need assessment, technology nodes report, and Market Systems Analysis report.
  • Design a rapid institutional capacity assessment methodology, carry out data collection through interviews with VTC staff, and compile interview minutes.
  • Analyze collected data and prepare a draft rapid institutional capacity assessment report, including key findings, recommended partner VTCs, and identified gaps for Public-Private Partnerships.
  • Present findings of the assessment report to key project counterparts, integrate feedback, and finalize the report.
  • Support the development of a private sector collaboration framework and provide technical inputs to PPDP concept notes.
Experience Requirements
  • A minimum of five (5) years of relevant work or project experience is required.
  • Demonstrated experience in designing and conducting skills need analysis and/or institutional capacity assessments for training and education institutions is required.
  • Excellent understanding of Zambia skills development challenges, policy framework, and institutional landscape is required.
  • Sound knowledge of social research methodologies, including qualitative and quantitative data collection and analysis methods is required.
  • Experience in technical cooperation projects is an asset.
  • Familiarity with mining sector-related labor challenges and/or technologies in Zambia, or similar African contexts, would be an asset.
Qualification Requirements
  • Advanced university degree (master’s or equivalent) in education studies, social sciences, economics, development studies, public policy or closely relevant discipline is required.
  • Alternatively, a first level university degree or an advanced technical college diploma may be acceptable provided it is combined with additional 5 years of professional hand-on experience that is directly relevant to the expertise required by the specific assignment.
