Overview

Provide technical assistance to government institutions to develop and operationalize national Emergency Preparedness & Response (EPR) frameworks and contingency plans. Assist in strengthening social protection systems to be shock-responsive and inclusive.

Tasks Summary
  • Provide technical assistance to government institutions to develop and operationalize national EPR frameworks and contingency plans.
  • Assess capacity gaps in the current EPR approach of the Government and identify where WFP is best positioned to support and consequently execute.
  • Integrate anticipatory action protocols into national preparedness frameworks, including trigger-based mechanisms.
  • Support capacity-building initiatives, including training and technical assistance for government and counterparts.
  • Facilitate integration of risk analysis and early warning systems into national planning processes.
  • Assist in strengthening social protection systems to be shock-responsive and inclusive, in particular to strengthen targeting and prioritisation of emergency responses.
  • Collaborate closely with the IT/Digital team to coordinate and strengthen system support.
  • Promote evidence-based decision-making through data analysis and reporting.
  • Contribute to policy dialogue with government and partners on emergency preparedness.
  • Draft analytical reports, policy briefs, and recommendations to inform programme design and implementation.
  • Ensure alignment of WFP interventions with national priorities and UN frameworks.
  • Liaise with government agencies, UN partners, NGOs, and private sector to foster collaboration on EPR and system strengthening.
  • Act as the steering lead for the UN Crisis Preparedness and Response Focal Points Group.
  • Represent WFP in technical working groups and inter-agency coordination platforms.
  • Support monitoring and evaluation of capacity-strengthening activities, documenting progress and lessons learned.
  • Contribute to resource mobilization efforts through proposal development and donor engagement.
Experience Requirements

Minimum 7 years of relevant professional experience in emergency preparedness, social protection, or systems strengthening. Experience working with UN agencies or international organizations is an asset.

Qualification Requirements

Advanced university degree in Economics, Social Sciences, Disaster Risk Management, Public Policy, or related field.

Languages Required: Fluency in English

Languages Preferred: knowledge of an additional language is desirable

Contract Duration: 9 Months Renewable Contract
