Overview

The Project Officer will manage, coordinate, and oversee the activities of the RE2CLID project in Madagascar, enhancing the resilience and self-reliance of displacement-affected communities.

Tasks Summary
  • Manage the overall implementation of the Project, including financial, administrative, and technical aspects.
  • Provide operational management, guidance, and technical supervision to project staff.
  • Monitor project progress against strategic objectives and oversee the M&E Framework.
  • Supervise project staff, consultants, and implementing partners.
  • Plan, develop, organize, and deliver capacity building activities.
  • Monitor and oversee compliance with project partners, staff, and implementing entities.
  • Liaise with Government entities, Implementing Partners, UN agencies, and other stakeholders.
  • Oversee coordination with other Country Office units.
  • Ensure adequate information management on project activities and visibility.
  • Produce quality progress financial and narrative reports.
  • Participate in relevant conferences, workshops, and steering committees.
  • Represent the Country Office at relevant UN working groups.
  • Undertake duty travel as required.
  • Perform other assigned duties.
Experience Requirements
  • Five years of relevant professional experience with a Master’s degree; or seven years of relevant professional experience with a University degree.
  • Experience in programme management, monitoring, reporting, and evaluation.
  • Managerial experience in disaster preparedness, disaster response, displacement management, disaster risk reduction, community stabilization, durable solutions, and climate action.
  • Experience in project development and capacity-building activities.
  • Experience in liaising with governmental and diplomatic authorities, and national/international institutions.
  • Experience in organizing consultations, workshops, and seminars with high-level stakeholders.
  • Experience with regional cooperative mechanisms in Sub-Saharan Africa, with a focus on the SW Indian Ocean region is highly desirable.
  • Experience in field operations in emergency, fragile, displacement-affected, conflict, and/or disaster-prone contexts is highly desirable.
Qualification Requirements
  • Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution.
  • University degree in the above fields.
Other Details

Languages Required: Fluency in English and French is required (oral and written).

Languages Preferred: Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.

Contract Duration: 1 year with possibility of extension
