Overview

The role involves leading the analysis of social, political, climate-related, and security dynamics in the Highlands region of Papua New Guinea to guide programme design and adaptation.

Tasks Summary
  • Collect, verify and analyse conflict related data and information.
  • Develop and update the conflict and fragility database.
  • Produce analytical products including conflict analysis report, quarterly assessments, conflict early warning notes, and thematic reports.
  • Provide evidence-based recommendations to guide conflict-sensitive planning.
  • Strengthen the skills of IOM staff and local partners in conflict and fragility monitoring.
  • Participate in coordination forums and represent IOM in engagements.
  • Contribute evidence and analysis to peace dialogues and initiatives.
  • Support programme-level planning, reviews, and evaluations.
  • Conduct thematic desk reviews or field research as requested.
Experience Requirements
  • At least 5 years of experience in conflict analysis, peacebuilding, stabilization, humanitarian programming, or related fields.
  • Proven experience in research, conflict analysis, or fragility assessments in complex environments.
  • Experience engaging with government counterparts, community actors, and UN or INGO partners.
  • Experience working in complex, fragile, or conflict-affected environments preferably within the Pacific or PNG is desirable.
Qualification Requirements
  • Master’s degree in Peace and Conflict Studies, Political Science, International Relations, Anthropology, Development Studies, Security Studies, or a related field.
  • A bachelor’s degree with substantial relevant experience may be accepted.
Other Details

Languages Required: • Excellent written and oral communication skills in English.

Languages Preferred:

Contract Duration: Up to 11 months

Work Modality: On-site

Remuneration: • Monthly payment equivalent to Level 2 Consultant or based on approved financial proposal. • Daily Subsistence Allowance (DSA) will be provided only when the consultant is required to travel outside their duty station.
