Overview

The Supply Specialist will support UNHCR MCO Panama's fleet management and supply chain functions, including planning, sourcing, transport, shipping, customs clearance, and warehousing. The role involves analyzing procurement matters, managing assets and fleets, and coordinating the delivery of relief items.

Tasks Summary
  • Analyze procurement-related matters and provide guidance on UNHCR procurement policies and procedures.
  • Implement asset and fleet management, monitoring asset/fleet pools.
  • Prepare order and disposal forms for fleet and asset-related cases.
  • Prepare and deliver asset management and purchase order reports.
  • Align local supply chain structures with operational needs.
  • Prepare information and documents to order core relief items and plan for delivery.
  • Coordinate transportation and distribution of relief items.
  • Maintain accurate records on logistical activities and provide reports.
  • Manage vendor processes, including identification, assessment, and selection.
  • Launch and oversee tender processes and manage proposal preparation for contract awards.
  • Act as ex-officio in the Local Contracts Committee (LCC) and clear procurement cases.
  • Resolve difficulties in the local supply chain and provide reports on activities and item availability.
  • Facilitate training of supply staff and assist in coaching and advising.
  • Assist country operations in achieving full compliance with rules and regulations in supply activities.
Experience Requirements
  • Master's degree with at least three years of relevant experience or a Bachelor's degree with at least five years of relevant experience.
  • 3 years of relevant experience.
Qualification Requirements

Master's degree in Supply chain management, Business administration, International Commerce or other relevant field. A Bachelor's degree + 5 years of relevant experience may be accepted.

Languages Required: English, Level: Fluent, Required Spanish, Level: Working knowledge, Required

Languages Preferred: Knowledge of UNHCR’s CERP Supply Chain Module would be an advantage. Technical knowledge of types of services, supplies and goods purchased by UNHCR or other UN agencies for HQ, Regional and Field Offices would be an advantage. Knowledge of UN and UNHCR Financial and/or Procurement Rules, Regulations, and Rules is desirable.

Contract Duration: 12 months (with possibility of extension)
