Overview
The Financial Management Specialist will provide fiduciary assurance for World Bank-financed operations, offering financial management expertise and support to projects and programs aimed at fostering economic development and improving public financial management.
Tasks Summary
- Ensure compliance of World Bank-financed operations with World Bank FM policies and procedures.
- Act as ADM FMS for operations throughout the project/program cycle.
- Work as a core member of individual project teams and the Institutions team.
- Provide support and guidance to the Country Manager and Operations Manager.
- Generate and exchange knowledge relating to FM issues.
- Ensure compliance with OPCS FM policies, directives, and guidance.
- Contribute to analytical work and technical assistance in public financial management, corporate financial reporting (CFR) and State-owned Enterprises (SOEs) governance.
- Conduct assessments of FM country systems and FM capacity assessments of prospective implementing entities.
- Participate in identification, preparation, appraisal, and negotiations missions.
- Assign project FM risk and propose FM implementation arrangements.
- Prepare financial systems assessments and FMS contributions to PCN and PAD.
- Review the implementation of project/program internal controls and financial reporting systems.
- Review and approve ToR of Financial Officers and advise on competency.
- Review the ToR for project/program internal and external auditors and review the selection.
- Provide training and capacity-building support for project staff and counterparts.
- Regularly communicate and collaborate with project/program teams, government counterparts, and other stakeholders.
- Ensure timely execution and documentation of project/program payments and timely recruitment of external auditors.
- Monitor and report on the financial performance of projects and programs.
- Participate in Implementation Support missions and contribute to Aides Memoires.
- Contribute to Implementation Supervision Reports (ISRs) and update FM performance and FM risk ratings.
- Review project/program Interim Financial Reports (IFRs), Statements of Expenditure and other expenditure documentation, and audited annual financial statements.
- Participate in Country Portfolio Reviews.
Experience Requirements
At least 5 years of relevant experience in financial management of recipient-executed operations in the World Bank, other international development organizations, or governments; or as an accountant or auditor in the private sector or public administration.
Qualification Requirements
- Master’s degree in Accounting, Finance, Business Administration, or a related field.
- Professional accounting qualification (e.g., CPA, ACCA) – membership in a recognized professional accountancy organization which has a status of full IFAC membership.
