Overview

The Reintegration Officer provides policy advice and technical support for sustainable solutions for displaced persons, host communities, and IDPs. The role involves assessing needs, planning, and developing reintegration strategies in collaboration with various stakeholders.

Tasks Summary
  • - Advise country-office senior management on challenges impacting reintegration and local integration opportunities.
  • - Participate in inter-agency programming processes, including needs assessments and development plans.
  • - Draft UNHCR's reintegration and/or local integration strategies.
  • - Advise on activities to meet basic needs, improve socio-economic self-reliance, and build peaceful coexistence.
  • - Develop and maintain strategic partnerships with development agencies, civil societies, and the private sector.
  • - Participate in inter-agency coordination meetings and represent UNHCR.
  • - Promote global/UNHCR's policies, guidelines, and standards on durable solutions, peace-building, and joint programming.
  • - Liaise with HQ offices to provide inputs into global policies and standards.
  • - Conduct training activities to build capacity of UNHCR and partner staff.
  • - Monitor and analyze data on durable solutions and peace-building activities.
  • - Organize evaluations and/or reviews of UNHCR's reintegration programmes.
  • - Participate in inter-agency joint project proposals and advocate for financial support.
  • - Supervise staff and exercise managerial oversight.
  • - Represent UNHCR in negotiations with government offices and development agencies.
  • - Clear reintegration and/or local integration components of country strategy and operation plan.
  • - Initiate inter-agency consultations, partnerships, and joint project proposals.
  • - Enforce compliance of country operation with global policies and standards.
  • - Support identification and management of risks and opportunities.
Experience Requirements
  • 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree
  • Field experience in reintegration/local integration situations.
  • Experience in working for solutions to displacement, including in facilitating returns, local integration and reintegration operations.
  • Experience in designing and implementing sustainable reintegration plans through facilitating a multisectoral reintegration response ensuring inclusion of returnees and host communities.
  • Familiar with building institutional linkages between humanitarian and recovery actors.
  • Familiar with community-based protection solutions mechanisms and application of reintegration principles.
  • Experience in working with communities and authorities in identifying, advocating for and implementing reintegration programs.
  • Experience in working in the field in challenging and complex operational environments
  • Familiar with multi-partner coordination to implement governorate-level reintegration and social cohesion mechanisms.
  • Experience in coordinating community protection structures, including women and youth and manage implementation of locally led reintegration and social cohesion initiatives that foster peaceful coexistence.
Qualification Requirements
  • Undergraduate degree; or Graduate degree; or Doctorate degree
  • Field(s) of Education: Economics, Development Studies, Political Sciences, Policy Studies or other relevant field.
  • Bachelor of Arts: Development Management, Bachelor of Arts: Economics, Bachelor of Arts: Policy, Bachelor of Arts: Political Science
Other Details

Languages Required: Knowledge of English and UN working language of the duty station if not English.

Languages Preferred: Familiar with Peace-building (Fund), UNDAF, UN joint programming process and inter-agency collaboration is desirable. Experience with development agencies is an added value. Female candidate with experience in working with communities of women, girls and other vulnerable communities is an added value.
