Overview

The Senior Policy Analyst will lead work on clean energy finance and investment within the OECD Clean Energy Finance and Investment Mobilisation (CEFIM) Programme, focusing on energy efficiency and/or renewable energy financing or policy.

Tasks Summary
  • Lead CEFIM country-specific work on energy efficiency and/or renewable energy financing and policy.
  • Lead CEFIM cross-country analytical work on energy efficiency and/or renewable energy financing and policy.
  • Lead regional peer-learning on energy efficiency and/or renewable energy financing and policy.
  • Support the development of a new online capacity building platform.
  • Ensure strong coordination on energy efficiency and/or renewable energy financing and policy.
  • Lead projects relating to the mobilisation of clean energy finance and investment.
  • Contribute to OECD thought leadership on mobilising private finance for renewable energy and energy efficiency.
  • Contribute to the broader outputs and activities of the FIG division.
  • Contribute to the work of the Environment Policy Committee and its working parties.
  • Support OECD engagement with international fora and processes.
  • Review and provide substantive inputs on relevant OECD analytical outputs.
  • Identify opportunities for outreach and organise events.
  • Develop and deliver high-quality outreach material.
  • Contribute to the organisation of CEFIM clean energy events.
  • Produce briefing material and contribute to speeches for senior leadership.
  • Work closely with the CEFIM Energy Team Lead to define tasks, objectives and deadlines.
  • Supervise the work of external consultants, and, as appropriate, junior staff, staff on loan and trainees.
  • Manage and lead complex projects autonomously.
  • Contribute to the strategic planning, resource allocation and risk management for relevant projects.
  • Contribute to mobilising additional sources of financing.
  • Contribute to other activities, including recruitment activities.
Experience Requirements
  • At least eight years of professional experience in energy efficiency and/or renewable energy financing and/or policy, acquired in an international organisation, development finance institution, relevant private sector organisation, government ministry or public authority, NGO, think tank or academia.
  • Demonstrated experience working with emerging markets, including providing policy and analytical support to governments on energy efficiency and/or renewable energy financing and/or policy.
  • Proven experience in managing relationships with government officials and public authorities and in contributing to the preparation, organisation, and delivery of international events.
  • Strong drafting skills, with a demonstrated ability to produce high quality analytical and policy relevant papers on clean energy finance and investment.
  • Solid understanding of the broader climate policy context and trends.
  • Experience developing analysis of clean energy financial instruments and related policy frameworks within an international organisation, development finance institution, government or public authority, private sector, NGO, think tank or academia would be considered an asset.
Qualification Requirements

Advanced university degree in environmental/energy policy, economics, finance, engineering or international affairs, or a related field directly applicable to the work.

Other Details

Languages Required: Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Languages Preferred: Knowledge of other languages would be an asset.

Contract Duration: Open-ended appointment, with no foreseen end date.

Work Modality:

Remuneration: Monthly salary starts at 9 783.73 EUR, plus allowances based on eligibility, exempt of French income tax.
