Overview

The Consultant will lead security analysis in ESAR, contributing to the strategic management of regional security operations and providing guidance to country-level managers. The position will support the Regional Security Advisor in strengthening security risk management processes to enable strategic programme implementation.

Tasks Summary
  • Plan, develop, and coordinate procedures for collecting, collating, and analyzing security information.
  • Collect and compile data on evolving situations and events, analyzing information to identify trends and provide early warning.
  • Provide analysis of country and sub-regional dynamics, including armed conflict, terrorism, inter-tribal conflict, and population movements.
  • Provide reporting on Security Planning and Emergency/Crisis Preparedness.
  • Undertake security risk assessments.
  • Introduce technological innovations and approaches to security analytical reporting, procedures, and systems.
  • Provide detailed thematic briefing papers on Security, Political and Humanitarian Access dynamics.
  • Provide regular inputs in ESAR Security Section Analytical Documents.
  • Support the RSA in providing strategic guidance and insights during briefings and regular meetings.
  • Produce a minimum of three thematic papers on Security/Political Analysis.
  • Produce two Quarterly Security Outlook reports.
  • Produce weekly thematic inputs in the Weekly Watchlists.
  • Develop an access strategy specific to country offices where humanitarian access was assessed as lacking.
Experience Requirements
  • A minimum of 8 years of relevant professional work experience.
  • Proven crisis management experience.
  • Strong background in political and security analysis ideally in a regional context.
  • Experience working in the ESAR region is highly desirable.
  • Established/varied network of contacts throughout the ESAR region is highly desirable.
  • Analysis/information experience from a related background context (e.g. academic, military, police, government, news media, etc.) would be considered an asset.
  • Experience working with a UN Agency in a regional position is desirable.
Qualification Requirements

An advanced university degree in one of the following fields is required: Security Risk Management, International Relations, Conflict Analysis, Intelligence Analysis, Diplomatic Studies, Conflict and Security, Counter Terrorism or another relevant technical field.

Other Details

Languages Required: Strong oral and written command and experience of the English Language is required.

Languages Preferred: knowledge of French desirable.

Contract Duration: 7 Months

Work Modality: The awarded consultant will work from own premises, and/or the UNICEF office.

Remuneration: Payment is a lump sum on completion of deliverables and satisfactory completion of deliverables. Fees should be inclusive of other costs incurred such as travel/return ticket, VISA and subsistence allowances for international consultants who will be based in Nairobi.
