Overview

This consultancy aims to strengthen Primary Health Care (PHC) in Uzbekistan through the Universal Progressive Home Visiting (UPHV) programme by revising modules, supporting digitalization, developing supervision and M&E frameworks, establishing referral systems, and adapting the WHO Pocket Book.

Tasks Summary

• Revising and adapting UPHV modules, ensuring integration of nutrition and preventive services.
• Supporting the integration of UPHV and nutrition indicators into the DMED health information system.
• Developing supportive supervision and M&E modules, tools, and indicators.
• Supporting the development and operationalisation of a referral system linking PHC services with social protection and makhalla structures.
• Reviewing and adapting the WHO Pocket Book to align with UPHV programme and national PHC reform priorities.
• Coordinating technical consultations and validation meetings.
• Preparing periodic technical updates and a final consultancy report.

Experience Requirements

• Minimum of 15 years of progressively responsible experiences in Public Health.
• Demonstrated experience in supporting implementation of UPHV Program.
• Proven experience in implementing capacity building and supportive supervision initiatives under RMNCH Program.
• Knowledge of UNICEF’s health programs and UN policies.
• Strong facilitation and coordination abilities.

Qualification Requirements

• Advanced University degree in health/public Health, maternal, pediatric health or other relevant fields

Work Modality:

Remuneration: Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Please submit a professional fee (in USD) based on 130 working days to undertake this assignment, without travel fees as this will be reimbursed as and when they take place. Payment of professional fees is made against approved deliverables and monthly workplans. Monthly payments will be made upon submission of a monthly report and invoice.
