Overview
The consultant will lead the design, development, and facilitation of emergency preparedness and response simulation exercises for UNICEF Country Offices and the Regional Office in MENA.
Tasks Summary
- Develop a work plan for simulation exercises.
- Collect emergency preparedness challenges, gaps, and learning needs.
- Develop simulation exercises, scenarios, and materials.
- Consult and incorporate feedback from stakeholders.
- Lead and support facilitation of simulation exercises.
- Ensure a safe learning environment during simulations.
- Collect data to evaluate simulation effectiveness.
- Support simulation debriefs for lessons learned and recommendations.
- Prepare reports summarizing simulation exercises and key findings.
- Prepare recommendations on improving UNICEF's work with emergency preparedness simulations.
- Provide training sessions on simulation planning, design, and facilitation.
Experience Requirements
- At least 8 years of progressively responsible professional work experience at the national and international levels in program/project development, emergency preparedness, research, and analysis, and/or monitoring and evaluation is required.
- Experience in designing and facilitating simulations that test emergency preparedness and response is required.
- Experience in, and knowledge of the region is an asset.
- Strong writing skills and demonstrated ability to collect and analyse data in an efficient and effective manner is required.
- Direct experience in, and/or familiarity with, UNICEF preparedness and emergency operations is an asset.
Qualification Requirements
Advanced university degree in social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines.
