Overview
The UNV Procurement Specialist will coordinate and compile procurement/supply plans and contracting trackers, and ensure an uninterrupted supply chain for the Afghanistan Country Office (ACO). The role involves reviewing requisitions, preparing solicitation documents, drafting contract review committee cases, and creating/maintaining Long-Term Arrangements.
Tasks Summary
- Coordinating and compiling procurement/supply plans & contracting trackers.
- Monitoring the supply plan and ensuring it is updated and aligned with ACO Supply Strategy.
- Monitor Termez Procurement Hub trackers and work portfolio tools.
- Reviews and evaluates incoming Purchase Requisitions/ sales Orders and requests to ensure quality and adequacy of information.
- Prepare solicitation documents (i.e., RFQs, ITBs, RFPs), conduct bid openings, tabulations, and evaluations, and arrange site visits, meetings, and interviews with bidders.
- Draft and submit Contract Review Committee (CRC) cases.
- Coordinate the technical evaluation, prepare a commercial evaluation, and award recommendations for the CRC.
- Create and maintain POs, in Vision in accordance with the award recommendations and the suppliers’ offers.
- Create, maintain, and monitor Long-Term Arrangements (LTA).
- Creating LTAs as per country office’s needs.
- Act on incoming Purchase Orders against existing Long-Term Arrangements (LTA) requests.
- Issue and manage the mini bidding against the LTA.
- Provide advice and guidance to stakeholders to ensure the best value for money and effective contract management.
- Keeping electronic files and records for assigned procurement cases.
- Maintains comprehensive Procurement and Supplier files, with all required procurement documentation in accordance with the UNICEF Supply Guidelines.
- Support the capacity building of the national staff.
- Provide guidance and support in VISION transitions related to tendering issuance. LTA, Purchase orders, and reports.
- Guide and support the staff in UNICEF supply policy & Procedures.
- Guide and train the staff on the eCRC, Vera, DocuSign and e-tendering process.
- Any other related tasks as may be required or assigned by the supervisor.
Experience Requirements
• A minimum of five years of progressively responsible professional experience in procurement and contracting.
Qualification Requirements
• Bachelor's degree in business administration, procurement, supply management or technical field is required.
