Overview

The Evaluation Specialist will contribute substantively to the terminal evaluation of a UNEP project focused on enforcing environmental treaties in ACP countries. The role involves assessing project performance, identifying outcomes and impacts, and providing recommendations for future project formulation and implementation.

Tasks Summary
  • Assist in the inception phase, including desk review, introductory interviews, drafting the Theory of Change, preparing the evaluation framework, developing protocols, and planning the evaluation schedule.
  • Conduct data collection and analysis through further desk review, in-depth interviews with stakeholders, and potentially evaluation missions.
  • Draft the Main Evaluation Report, liaise with the Evaluation Manager on comments, finalize the report, and prepare a Response to Comments annex.
  • Prepare an Evaluation Brief summarizing key findings and lessons learned.
  • Manage relations with evaluation stakeholders, ensuring a participatory yet independent process.
  • Communicate in a timely manner with the Evaluation Manager on any issues requiring attention.
Experience Requirements
  • A minimum of seven (7) years of experience of technical / evaluation experience.
  • Preferably including evaluating large, regional or global programmes.
  • Preferably using a Theory of Change approach.
Qualification Requirements
  • Advanced university degree (Master's degree or equivalent) in environmental sciences, international development or other relevant political or social sciences area is required.
  • A first level university degree (Bachelor's degree or equivalent) in the same areas in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced degree.
Other Details

Languages Required: • Fluency in English is required.

Languages Preferred: • A good/broad understanding of environmental governance (especially in relation to biodiversity or chemicals or pollution or ocean governance) is desirable. • Knowledge of the UN system and specifically the work of UNEP is desirable.

Contract Duration: 8 months

Work Modality: Home-based (potentially with field visits)
