Overview
The Senior Procurement Specialist will organize and deliver procurement services in Togo, ensuring fiduciary and quality controls, and playing a leadership and advisory role to clients and colleagues in handling complex procurement tasks and issues.
Tasks Summary
- Organizes and delivers procurement services in Togo.
- Ensures appropriate fiduciary and quality controls, and consistent application and interpretation of policy.
- Plays a leadership and advisory role to clients and colleagues in handling complex procurement tasks and issues.
- Leads and co-leads the country dialogue regarding the reform and modernization of the public procurement system.
- Develops and promotes innovations in Bank procurement policies.
- Supports client country in achieving value for money (VFM) in public procurement.
- Contributes to the Bank's efforts in promoting procurement reform dialogue.
- Makes significant contributions to the development of client country procurement systems.
- Organizes and conducts reviews of procurement aspects of Bank documents.
- Prepares a range of procurement-related documents and reports.
- Handles procurement cases subject to APM and Operations Policy Review Committee (OPRC) reviews.
- Provides adequate guidance and advice on complex procurement cases.
- Helps clients to develop PPSDs (Project Procurement Strategy for Development).
- Conducts Fiduciary Assessments for PforRs.
- Keeps the procurement portfolio up to date.
- Reviews, clears and contributes to the improvement of the quality of procurement documents.
- Leads and participates in groundbreaking or precedent setting missions.
- Plays a key role in developing innovative, practical approaches to procurement.
- Ensures the use of electronic tools, e.g., Systematic Tracking of Exchanges in Procurement (STEP).
- Guides, mentors and establishes a framework and approach to knowledge dissemination.
- Contributes in the design of professional and operational training or development of knowledge products in procurement.
- Designs and delivers capacity building workshops for Bank staff, private sector and Borrowers staff.
- Articulates Bank Procurement Policy Change program with focus on early market engagement, use of rated criteria, etc.
- Designs metrics to monitor progress of implementation at country level.
Experience Requirements
- Minimum of 8 years of relevant experience as a seasoned Procurement Specialist in carrying out technical duties in public procurement on Donor/MDB financed project procurement.
- State of the art knowledge of the concepts, principles and practices governing international procurement.
- Ability to translate concepts into operational work, such as VFM, sustainable procurement, strategic sourcing, market analysis, contract management, etc.
- Knowledge on institutions and procurement reforms in developing countries.
- Good knowledge of concepts, principles and approaches to international procurement and of public procurement systems.
- Good knowledge of excel and basic knowledge of data mining and analytics.
- Knowledge of FCV Context - Applies to operations and analytical tasks a substantive understanding of fragility, conflict and violence, etc.
- Strong team managerial and organizational skills, including proven track record of building and managing teams and creating an enabling work environment.
- Demonstrated ability to effectively mentor/guide staff and clients and design training/skills enhancement initiatives to ensure effective transfer of knowledge/skills.
Qualification Requirements
Master’s degree in a relevant field (e.g. business administration, engineering, finance, commerce, law, procurement, etc.)
